NRC in Iraq

The unfolding crisis in Iraq is one of the most complex humanitarian emergencies in the world today, with millions of uprooted Iraqis, and hundreds of thousands of Syrian refugees. For the past several years, millions of people have been displaced from and within Iraq as a result of military operations. At the end of 2015, the Iraqi Security Forces (ISF) began a military operation to enter and retake control of parts of the country under the control of armed opposition groups, especially in the Anbar governorate. Civilians have been caught in the crossfire. 

NRC has been present in Iraq since 2010, with offices located in Baghdad, Erbil, Dohuk, Kirkuk and Mosul.  We have scaled up our response across Iraq to meet the large-scale crisis facing the country, reaching Iraqis with emergency assistance and supporting Syrian refugees as they live in exile.  Our goal is to always be prepared to work in new settings, so we are establishing more local partnerships in Iraq.  Additionally, NRC is part of the UNICEF and WFP-led Rapid response mechanism (RRM), which enables us to reach newly displaced populations with the most urgent life-saving assistance.

Today, NRC is one of the biggest cash providers in Iraq. Our emergency assistance also includes distributing food rations, hygiene kits, water and basic non-food items (NFIs). In the winter months, we also provide blankets and heaters.  We pay particular attention to gender equality and ending gender-based violence (GBV).

Information Management Officer (IMO)

The Information Management Officer (IMO) position will directly contribute to the development, rollout and maintenance of NRC’s crucial information management systems, including NRC’s Global Output and Outcome Monitoring System (GORS). This includes the updating and further improvement of systems across all sectors. The IMO also works with key staff to support data extraction, visualization and build capacity as needed. Develop and maintain system that aggregate data at the country level, and project level as needed.

Responsibilities:

  1. Adherence to NRC policies, guidance and procedures.
  2. Adherence with NRC's compliance with global data protection requirements.
  3. Develop, support, maintain and strengthen Information Management systems, data usage, and general digitalization capabilities.
  4. Support IM planning and activities, and support IM capacity building.
  5. Support Program Unit on IM related needs.

  • Information Management Systems and Storage
    1. Lead on development and roll out of Standard Operating Procedures (SOPs), systems and procedures for (Information Management)  IM systems.
    2. Develop internal Indicator Reporting System (IRS) for Iraq, including visualizations linking with Power BI or other suitable app.
    3. Create regular backups of internal databases.
    4. Support mobile data collection designs, and utilization.
    5. Minimize data collection, data entry and reporting efforts through introducing digital processes/ automatization.
    6. Create geographical maps to analyse and visualize project implementation across areas and sites.
    7. Handle database specific tasks such as creating queries, procedures, and functions to support application development.

  • Reporting and data collection
    1. Compile and consolidate all sector projects and indicators into our internal reporting system IRS.
    2. Maintain IRS on an ongoing basis, compile and analyse project data, and optimize dashboards.
    3. Coordinate data entry on Global Output and Outcome Monitoring System (GORS) and on IRS.
    4. Follow up with sector specialists to ensure project targets are updated within Information Management IM systems.
    5. Administer, monitor, and follow-up on data entered into reporting systems (IRS and GORS).
    6. Design, generate, and assist with periodic reports: monthly/quarterly (GORS), or as required.
    7. Conduct data quality checks and ensure the reliability and cleanliness of the data.
    8. Translate questionnaires into digital data collection tools using tools such as KOBO, or CommCare.
    9. Strengthen and improve information management for CARM.
  • Capacity building and programme support
  1. Assist the project and field M&E staff with tools loaded onto IT platforms and support their use.
  2. Assist in the preparation of reports with the extraction of data from IM platforms and lessons learned.
  3. Contribute to training project staff to use questionnaires and/or enter data into the IM system.
  4. Responsible for user administration across IM systems, including general end-user support.
  5. Support the development of troubleshooting guides and guidelines for NRC Iraq staff for common IM related issues/complaints.

Our Ideal Candidate:-

University degree in relevant university field (Information Systems Management, business administration, computer science or similar) is required with at least 1-2 year of relevant experience working in designing information management systems or database management, and analytic with computer skills, including advanced MS Office (Word, Excel, Outlook, PowerPoint, Access), Power BI are required. Mapping experience is required (GIS). Full proficiency in spoken and written English and Arabic is essential, Kurdish is an asset.
