CONTEXT

Corruption is a complex social, political, and economic problem, and one that undermines the rule of law and sustainable development in The Bahamas. IDLO aims to support the efforts of the Government of the Commonwealth of The Bahamas (GOCB) to promote transparency, integrity and accountability. 

 

THE POSITION

Under the supervision of the Regional Program Manager for Latin America and the Caribbean, and in collaboration with IDLO technical teams in HQ and Nassau, the Prosecution Advisor will support the joint efforts of IDLO and the Government of Commonwealth of The Bahamas (GOCB) to fight corruption, and promote transparency, integrity, and accountability. 

 

In particular, the Prosecution Advisor will be responsible for the following duties:

  • Provide guidance and technical assistance for project activities conducted by IDLO in The Bahamas; 

  • Provide coaching for prosecutors from the Department of Public Prosecutors (DPP) and Royal Bahamas Police Force (RBPF);

  • Assess needs and develop appropriate tools in order to increase and strengthen the capacity of DPP employees;  

  • Assist prosecutors in litigating corruption cases, including support for the following:

  • In coordination with RBPF, assist the Public Prosecutors in evaluation of respective case files, interviewing witnesses, assessing admissibility of evidences, developing litigation strategies, etc. 

  • Provide technical assistance for the development of functional case management and coordination frameworks within the DPP;

  • Design and deliver workshops for prosecutors on the effective prosecution of corruption cases, taking into account existing skills and knowledge levels and past capacity development initiatives within DPP;

  • Work closely with and support the Director and Deputy Director of Public Prosecutions to develop objectives and methodologies for increasing capacity of DPP office.   

 

IDEAL CANDIDATE PROFILE

Education and Experience

  • Master’s degree in law with admission to practice law, regardless of the jurisdiction, is preferable. Specialization in international law is an advantage.

  • Minimum of ten (10) years of relevant experience in rule of law, anti-corruption, criminal justice reform, with a focus on team and project management.

  • Demonstrated experience in working as a prosecutor in a common law jurisdiction.

  • Demonstrated experience prosecuting corruption or complex financial crime cases.

  • Experience in developing and delivering interactive and participatory curriculum and training programs

  • Experience in assessing coaching needs and providing individual/group coaching programs.

  • Substantial experience of handling corporate legal matters in a governmental or intergovernmental organization desirable.

 

Languages

  • Excellent written and verbal communication skills in English

 

Specific Technical and Behavioral competencies

  • Solid understanding and knowledge of the political system, government bodies and international organizations, and the justice and rule of law sector in The Bahamas and the Caribbean. 

  • Excellent interpersonal and communication, team building and team coordination skills; ability to work constructively with several internal and external stakeholders. 

  • Excellent legal writing, strong technical drafting and editing skills with attention to detail including when under pressure. 

  • Ability to work with a high degree of accuracy and attention to quality and detail in a busy and complex environment.

  • Ability to provide training and guidance to colleagues, advising them on procedures and to be followed in relation to the relevant national legislation and best practices in anti-corruption.

  • Sound organizational and planning skills; Good team player, positive attitude, flexible, and comfortable in working in multi-cultural settings.

  • Keen sense of ethics, integrity and commitment to IDLO's mandate.

 

TERMS AND CONDITIONS

For this internationally recruited professional position, IDLO shall offer the selected candidate an affiliate contract initially for 12 months, with the possibility of extension, subject to performance and availability of funding.

IDLO shall offer the suitable candidate an annual basic salary in the range of USD 120,000 and an additional benefit package, including medical, provident fund (IDLO contribution 14%) in accordance with IDLO Employee Regulations and Rules.
