Background

Under the direct supervision of the Head of Engagement Unit, the incumbent contributes to the implementation of the UNDP employee engagement agenda, with a particular focus on UNDP’s “duty of care”, staff safety, health and wellbeing, as well as on the prevention from workplace harassment (with focus on sexual harassment (SH)), and sexual exploitation and abuse of the affected population (SEA). The expected contribution includes: research, advocacy and communications, input into strategy and policy development, policy advice, and direct implementation support.
 
The incumbent is expected to maintain productive partnerships with all teams within the Integrated Talent Management (ITM), HR Business Advisors, the Security Office, the Office of Audit and Investigations, the Legal Office, the Office of the Ombudsman and internal and external, including inter-agency, knowledge networks dealing with the areas of focus mentioned above.
 
The Engagement Unit is part of ITM that is responsible for designing strategies, solutions, tools and services that enable and facilitate more effective and impactful people decisions and help shape a great workplace where individuals thrive, and teams excel. ITM Team works closely with the OHR Policy Unit to ensure that UNDP policy framework is based on latest talent management research and practice, and with the Business Partnering Team to deliver talent management solutions and advice to all UNDP manages, HR practitioners, and staff at large. 

Duties and Responsibilities

Duty of Care/Occupational Safety and Health/Mental Health
  • Coordinate the development and implementation of UNDP strategies and related policies related to duty of care, employee safety, health and wellbeing;
  • Coordinate the implementation of/implement corporate duty of care, employee safety, health and wellbeing activities/initiatives led by OHR/ITM;
  • Draft and disseminate regular communications and updated to staff globally related to duty of care, and, as part of it employee safety, health and wellbeing;
  • Represent UNDP at inter-agency forums at the working level (e.g. CEB Task Force on Duty of Care, UN Mental Health Strategy Task Force etc);
  • Facilitate and support the implementation in UNDP of the UN Mental Health strategy and the UNDP-wide commitments related to the “Duty of Care”, including drafting regular progress reports and briefings;
  • Act as a focal point for coordination with UNDP external counsellors and UN staff counsellors’ network(s) and mechanism(s);
  • Conduct research on best practices and latest thinking in the area of staff safety, health and wellbeing; and 
  • Develop new ideas and projects to better support UNDP personnel’s wellbeing.
Prevention of, and response to, Harassment, Sexual Harassment (SH) and Sexual Exploitation and Abuse (SEA)
  • Coordinate the development and implementation of strategies related to the prevention of, and response to workplace harassment, SH and SEA; 
  • Lead the implementation of SH and SEA activites led by OHR/ITM; 
  • In collaboration with relevant offices, develop solutions to common workplace stressors (e.g. harassment or abuse of authority) affecting employee wellbeing and support their implementation;
  • Ensure effective policy advice to the management of cases related to harassment, including sexual harassment, and abuse of authority in the UNDP workplace and coordinate required action;
  • Serve as one of the main focal points for the implemention, and use of, the inter-agency “Clear Check” database;
  • Represent UNDP at inter-agency forums at the working level (e.g. SEA Task Force, and the IASC Result Group 2)
  • Contribute to the work of the  internal UNDP Task Force on SH/SEA (and other UNDP mechanisms) and support local SH/SEA focal points; and
  • Draft regular progress reports, donor responses and briefings.

Required Skills and Experience

Education: 
  • Advanced University degree in Human Resources/Talent Management, Learning and Development, Psychology, Social Science, Organizational Psychology, or similar.  Specialized training in Occupational Health/Safety/Well-being is an asset.
Experience: 
  • 5 years of relevant experience in design and implementation of human resources management, learning and development initiatives.
  • Experience in work related to staff safety, health and well-being, sexual harassment, or sexual exploitation and abuse is an asset.
Language Requirements: 
  • Full proficiency in English, including excellent writing skills.
  • Excellent presentation and facilitation skills.
  • Working knowledge of another UN language is an asset.
  • Excellent communication skills, especially ability to effectively communicate with various constituencies and clients.
