Background

The Integrated Talent Management Unit is responsible for designing strategies, solutions, tools and services that enable and facilitate more effective and impactful people decisions and help shape a workplace where individuals thrive and teams excel. The Unit includes several service lines e.g. competency management, job design and classification; talent sourcing, onboarding, and succession management; diversity, employee engagement, and staff well-being; performance management, learning and leadership development, and career management. It also includes a distinct service line for internal management consulting which enables strategic positioning, resources alignment and business process reengineering. 
 
The mission of ITM is to enable effective management of UNDP talent through full integration of all aspects of talent management. Such an approach incorporates data from a variety of processes from recruitment, to performance management, learning, and development, and translates it into a coherent ‘employee life cycle' centered around one competency framework aligned with the UNDP Strategic Plan. The Talent Development Unit (TDU) plays a key role in the talent development process including developing frameworks, programmes, tools and partnerships.
 
TDU has three focus areas: a) support teams to achieve the highest possible performance to realize the organization’s strategic mission, b) prepare and continually develop employees and learning ecosystems to achieve the highest possible performance to meet the organization’s strategic mission and c) design processes, systems and tools to create a culture of continuous learning, knowledge sharing, growth, innovation and development.

This role will focus on supporting the enablement of the capability development portfolio to enable our people to grow, develop and perform. We are looking for a dedicated, agile and enthusiastic reinforcement to our team who can get things done and prioritize in our evolving and dynamic operating context. The incumbent will support organizational development (OD) and capability development (CD) strategies, plans and policies that align and facilitate the delivery of UNDP’s Strategic Plan (2018-2021) and UNDP’s new People Strategy (2019-2021).  S/he will support development initiatives that will enable the transformational change in skills, culture, knowledge sharing and capability of the UNDP workforce.
 
The position reports to the HR Manager, Capability Development (P4).
 

Duties and Responsibilities

Enterprise Capability Development:
  • Identify and implement ecosystems for learning innovation together with the wider Capability Development team and HR Manager, Capability Development.
  • Implement online capability assessment tools to re-calibrate and optimize individual and team capability mix in line with business needs and UNDP Strategic Plan.
  • Create online frameworks and tools to increase learning and knowledge creation across UNDP. 
  • Manage executive level summaries and presentations related to organizational and talent development activities.
  • Act as the focal point / content manager for UNDP’s Talent Hub (intranet page) ensuring the information is up to date, engaging and coherent. Develop web pages and new information as necessary.
Knowledge and Change Management:
  • Act as the focal point for strategic engagement and strengthening of the internal Talent Development community and Organizational Learning Committees across the organization.
  • Support the administration of UNDP’s Organizational Steering Committee for Learning and Development.
  • Provide guidance and support for the unit’s activities including best practices and lean management processes (business process re-engineering).
  • Ensure consistency in the delivery and the design approach of talent development activities.
Talent Analytics:
  • Collect and consolidate internal and external data to track organizational and talent development trends relevant to the work of the Integrated Talent Management Unit.
  • Oversee various surveys and focus groups to assess the implementation rate and maturity of continuous learning, innovation and knowledge sharing culture and identify and propose improvements.
Technology Enhanced Development:
  • Design and deliver webinars, online learning, and technology enhanced learning.
  • Roll-out and monitor learning solutions / programmes that leverage artificial intelligence.

Required Skills and Experience

Education:
  • Advanced university degree (Master’s degree or higher) in human resources, business management, or other related so field is desired. 
  • A bachelor’s degree in a related field is required.
Experience:
  • Minimum 2 years of relevant work experience related to Human Resources, capability development, change management, knowledge management, learning and development, data analytics, evaluation, onboarding.
  • Experience in data analytics and evaluation. 
  • Experience in project management. 
  • Experience in the usage of software packages such as MS Office 360 (Share-Point, PPT, Word, Excel, MS Office 360, etc.)
  • Experience working with technology enhanced learning.
Language Requirements:
  • Fluency in oral and written English is required.  Working knowledge of French or Spanish an asset.
Additional assets:
  • Experience working in the United Nations or multi-lateral system.
  • Experience in a UN country office and/or at Headquarters desirable.
  • Experience working on human resources and learning and development is desirable.
  • Project management certificate is an asset.
