Under the overall supervision of the Education Specialist for M&E in the Education Section in UNICEF PCO, the Consultant will assist the Adolescent Development and Participation (ADAP) Technical Working Group (TWG) for providing technical support for developing adolescent profiling/snapshots including provinces, regions and districts of Pakistan. He/she will ensure effective communication in responding promptly to data and evidence related needs and issues. The TWG follows an evidence informed and cohesive programmatic approach on ADAP covering the Second Decade of a Child’s Life, with special attention to adolescent girls. The consultant will also support data and evidence needs for Generation Unlimited. The TWG requires technical assistance in the following areas: - Evidence informed strategy development, documentation and knowledge sharing on adolescent programming supported by UNICEF; - Data and evidence inputs into joint UN wide engagement on Generation Unlimited (GenU), Adolescents and Youth including through a gender lens; - Development of a results matrix, monitoring framework, costed plan of action and resource mobilisation for ADAP program facilitate inter-sectoral collaboration in support of the Country Programme 2018-2022; - Data and evidence product to support the localization of Generation Unlimited.

The consultant will be based in the Education Section in the Pakistan Country Office. The Consultant will have to submit a monthly      progress report and will have regular meeting with the supervisor throughout all the period of the assignment.

The TWG requires technical assistance in the following areas:

  • Evidence informed strategy development, documentation and knowledge sharing on adolescent programming supported by UNICEF;
  • Data and evidence inputs into joint UN wide engagement on Generation Unlimited (GenU), Adolescents and Youth including through a gender lens;
  • Development of a results matrix, monitoring framework, costed plan of action and resource mobilisation for ADAP program facilitate inter-sectoral collaboration in support of the Country Programme 2018-2022;
  • Data and evidence product to support the localization of Generation Unlimited.

How can you make a difference?

Tasks:

  1. Desk review of existing data sets/reporting on Adolescents in Pakistan and neighboring countries including review of data produced in the framework of programs funded by other UN Agencies in Pakistan including. Extrapolation and analysis of Adolescent related data from different national/provincial surveys.
  2. In consultation with the TWG finalize the ADAP results framework (definition of indicators, means of verification, etc.);
  3. Conduct data analysis to inform established indicators, respond to ADAP and GenU data/information queries as needed and ensure timely reporting against established indicators and production of Adolescents data sheet;
  4. Based on a pre-established set of criteria, support the identification of priority districts for proposed interventions;
  5. In consultation with ADAP group members develop a detailed concept note for the Adolescents Development Index (ADI);
  6. Production of data visualization products as needed (thematic maps, infographics, etc.) including information products for Generation Unlimited;

Deliverables:

1. Conduct Desk review and prepare a report on existing studies on Adolescents, including identification of existing data gaps.

   (By the end of the first month of the assignment)

2.  One results framework and indicators for ADAP WG identified and verified.

    (By the end of the first month of the assignment)

3. A dataset informing the ADAP results framework is in place.

    (By the end of the second month of assignment)

    Adolescent data sheet produced and data queries from the TWG addressed one week after receipt.

    (Regularly throughout the assignment period)

4. Mapping exercise finalized to priorities districts based on criteria established by the ADAP WG.

    (By the end of the 2nd month of the assignment)

5. Detailed concept note for the Adolescents Development Index is developed and validated.

   (By the end of the 6th Month)

6.  Data visualization products (maps, infographics, etc.) are produced as required.

     (Regularly throughout the assignment period)

Duty Station: Islamabad

Duration: Six months

Anticipated Travel Itinerary:    

The consultant will be required to travel locally within Pakistan.        

To qualify as an advocate for every child you will have…

Education: Masters Degree in Social Science, Economics, Statistics or related field

Professional experience:

At least four to six years of professional experience in M&E, Knowledge Management or Data Science preferably in Social Policies related areas.

Proven experience in analyzing qualitative and quantitative data.

Proven good drafting and communication skills.

Proven organizational and inter-personal skills, and ability to work in a multi-cultural team environment

Knowledge of SPSS and/or STATA, and GIS desirable.

Language proficiency: English and Urdu
