To provide Technical Assistance to the provincial Government of Sindh in implementation of Communication for Development (C4D) (demand generation/social mobilization) initiatives of the Expanded Programme on Immunization (EPI). The incumbent will support in the implementation of the Provincial Communication Strategy and Action plan for Routine Immunization (RI) in coordination with the provincial government to accelerate social mobilization and demand generation around RI in Sindh.

Background:

To provide Technical Assistance to the provincial Government of Sindh in implementation of Communication for Development (C4D) (demand generation/social mobilization) initiatives of the Expanded Programme on Immunization (EPI). The incumbent will support in the implementation of the Provincial Communication Strategy and Action plan for Routine Immunization (RI) in coordination with the provincial government to accelerate social mobilization and demand generation around RI in Sindh.   

To make a difference, you will be accountable for the following tasks and deliverables

Task to be Performed

Support the province in roll-out of Advocacy, Communication and Social Mobilization (ACSM) activities around international days on immunization or any other activity suggested by provincial Expended Programme on Immunization (EPI) and document the resultant progress, lessons learned and best practices.

Assist C4D Specialist - Health in facilitating health education training for government officials and Internal Personal Communication (IPC) trainings of frontline health workers working in coordination with provincial EPI.

Provide technical support to provincial EPI office in implementation of ACSM activities around introduction of new vaccines, Typhoid Conjugate vaccine (TCV).

Provide technical support to provincial EPI team to develop a communication action plan for urban immunization in partnership with selected Civil Society Organizations (CSOs).

DELIVERABLE

D-1:

A1: Developed Advocacy, Communication and Social Mobilization (ACSM)plan with detailed activities for international days on immunization.

A2-3: 2 Prepared and submitted Advocacy, Communication and Social Mobilization (ACSM) biannually monitoring reports (including activities around international days like World Immunization Week and World Polio Day) duly approved by provincial EPI Officer.

B: Final Consultancy Report.

D-2:

A: Developed and submit approved training plan for health education and Internal Personal Communication (IPC) training of EPI staff in Sindh.

B: Final report drafted and finalized from Sindh on the two sets of trainings.

D-3:

A: Prepared Implementation plan for new vaccine introduction.

D-4:  

A: Prepared and submitted Action plan for demand generation for immunization services in urban areas aligned with the provincial communication action plan.

B: Submitted Progress report on joint trainings and activities with selected CSOs with a focus on demand for immunization services in urban areas/slums.

Start date:  May 2019                                           

End date: April, 2020   (11 months)

Anticipated Travel Itinerary:    

The consultant will be required to travel locally within Pakistan if required.        

To qualify as an advocate for every child you will have…

Qualifications of Successful candidate:

First university degree in Public health, Mass Communication, Sociology and/or other social sciences that complement Communication for Development (C4D) work. An Advanced university degree would be an asset.

Experience:

Four to six years of work experience in the area of Communication for Development/programme communication projects in Public Health settings and with UN agencies will be preferred. Knowledge of latest development, evidence-based interventions and approaches in immunization/health would be considered an asset.

Language:

Excellent oral and written communication skills in English. Proficiency in Urdu and local language(s) of the province is essential.
