Background

Under the overall guidance the designated supervisor the Programme Associate ensures effective delivery of South-South Cooperation and Belt & Road programme by entering and managing data, accompanying financial and administrative processes, and supporting programme implementation consistent with UNDP rules and regulations.

S/he collaborates closely with other UNDP COs in the organization of both internal and external events, as well as programme development in COs, linked to China’s engagement abroad. 

The Programme Associate works in close collaboration with the operations, programme and projects’ staff in the CO and UNDP HQs as required for resolving complex finance-related issues and exchange of information.

Duties and Responsibilities

Summary of Key Functions:

  • Administrative, financial and logistics support to the implementation of programme: Understanding and Managing Risks along the Belt and Road.
  • Support in the coordination and collaboration with UNDP country offices’ engagement with China, including organization of a series of events, and programme development.
  • Administrative support to programme.
  • Support donor relations and resource mobilization
  • Facilitation of knowledge building and knowledge sharing

Administrative, financial and logistics support to the implementation of programme: Understanding and Managing Risks along the Belt and Road.

  • Analysis, overview and process management of financial, administrative, human resources and procurement processes.
  • Research and preparation of background information, draft project documents, work plans, budgets, proposals on implementation arrangements.
  • Creation of a project in Atlas, preparation of required budget revisions, revision of project award and project status, determination of unutilized funds, operational and financial close of a project.
  • Provision of guidance to the executing agencies on routine implementation of projects.
  • Presentation of information for audit of NEX projects, supports implementation of audit recommendations.

Support to management in coordination and collaboration with UNDP country offices’ engagement with China, including organization of a series of events, and programme development.

  • Lead on financial and logistical implementation of a series of events in partner countries, as part of programme implementation.
  • Close collaboration with UNDP CO counterparts.
  • Research and support to co-development of programmes in COs.

Provides administrative support for the programme focusing on achievement of the   following results:

  • Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas.
  • Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers.
  • Creation of requisitions in Atlas for development projects, register of goods receipt in Atlas.
  • Making budget check for requisitions, POs and vouchers.
  • Support, as required to other tasks in the South-South and Belt and Road Teams.

Supports donor relations and resource mobilization focusing on achievement of the following results:

  • Provide information for communications with donor as needed.
  • Analysis of information on donors, preparation of donor’s profile and support with proposal preparation.
  • Track and reporting on mobilized resources. Review of contributions agreement, managing contributions in Atlas.

Ensures facilitation of knowledge building and knowledge sharing within the UNDP Network on topic areas covered by the report.

  • Contribute information to and support build-up of knowledge-sharing platform on China’s Engagement Abroad, to be used by COs targeted by the case studies, and active more generally in BRI.
  • Lead on annual China’s Engagement Abroad global retreat for UNDP Staff, as well as other punctual events.
  • Synthesis of lessons learnt and best practices in programme and contribution to knowledge networks and communities of practice.

Impact of Results

The key results have an impact on the overall performance of the Programme Unit and success in implementation of programme strategies.  Accurate analysis, data entry, implementation of processes and presentation of information ensure proper programme implementation.

Required Skills and Experience

Education:

Secondary Education, preferably with specialized certification in Accounting and Finance. University Degree in Business or Public Administration, Economics, Political Sciences and Social Sciences, Development Studies, or related would be desirable, but it is not a requirement.

Experience:

2 years of progressively responsible administrative or programme experience is required at the national or international level. Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems. Prior knowledge of UN system and operational processes and/or work experience abroad desired. 

Language Requirements:

Fluency in English and Mandarin Chinese. Other languages a plus.
