Background

The Republic of Kazakhstan is a partner country of the Partnership for Action on Green Economy (PAGE), a joint initiative of UNEP, ILO, UNIDO, UNITAR and UNDP. PAGE supports nations and regions in reframing economic policies and practices around sustainability to foster inclusive economic growth, create income and jobs, reduce poverty and inequality, and strengthen the ecological foundations of their economies. The partnership offers a comprehensive and coordinated package of technical assistance and capacity building services.
 
The National Coordinator will support PAGE engagement and policy coordination related to PAGE in Kazakhstan, including identification of linkages with important national and international processes, such as the implementation Sustainable Development Goals. The National Coordinator will be hosted at the UN House in Astana under a contract administered by UNDP on behalf of PAGE Partners. 
 

Duties and Responsibilities

The National Coordinator will support PAGE engagement and policy coordination related to PAGE in Kazakhstan, including identification of linkages with important national and international processes, such as the implementation Sustainable Development Goals. The National Coordinator will be hosted at the UN House in Astana under a contract administered by UNDP on behalf of PAGE Partners. The Consultant will report to the PAGE Focal point (UNITAR) with substantive guidance and oversight provided by National PAGE Focal Point at the Ministry of Energy. All PAGE agencies will provide feedback to the work of the National Coordinator.
 
Key Functions: 
  • Coordination and implementation support for PAGE priorities and work streams;
  • Support the national PAGE Technical Committee;
  • Facilitate communication between Ministry of Energy, other government ministries and international PAGE partners;
  • Support PAGE medium-term programme planning and policy integration;
  • Support PAGE events in Kazakhstan;
  • Support work planning and reporting.
Coordination and implementation support for PAGE priorities and work streams, including:
  • Green Economy Modelling and Policy Assessment; 
  • Actualization process of Green Economy Concept in Kazakhstan, with linkages to the overhaul of the environmental code;
  • The SDGs integration process into the national development planning;
  • Policy development and implementation in various sectoral and thematic areas, such as, waste management, energy efficiency, green finance, and others.
Support the national PAGE Technical Committee including: 
  • Support to the Ministry of Energy and other stakeholders in organizing the meetings of the Green Economy Council and its working groups and participate on behalf of PAGE;
  • Assist, when needed by the Government, in establishing an inter-ministerial sustainable development coordinating mechanism;
  • Participate in the meetings of Working Group on SDGs on behalf of PAGE.
Facilitate communication between Ministry of Energy, other government ministries and international PAGE partners:
  • Facilitate regular communication among Ministry of Energy and relevant key ministries including Ministry of National Economy, Industry and Infrastructure Development, Agriculture, etc.;
  • Facilitate regular communication with international PAGE and other development partners engaged in inclusive green economy and sustainable development / Keep in-country delegation of PAGE funding partners informed of PAGE work, learn about their priorities and align work to ensure complementarity and PAGE sustainability;
  • Regularly provide news articles about PAGE activities in Kazakhstan for the global PAGE website;
  • Support PAGE communication and outreach at the national level/ Keep PAGE work visible in national media. 
Support PAGE medium-term programme planning and policy integration;
  • Develop a sustainability plan for advancing green development in Kazakhstan beyond the core PAGE support period;
  • Identify new opportunities for green economic transformation within the core offer of PAGE;
  • Support the initiation of a green development programme with a larger funding base, going beyond the current partnership;
  • Facilitate linkages between PAGE and national SDGs processes, and with other relevant policy processes Regularly inform national authorities responsible for reporting on SDGS and Paris agreement of PAGE support;
  • Support mobilization of national and international resources for Programme implementation / Support resource mobilization initiatives and local partnership arrangements with representatives of key stakeholders.
Support PAGE events in Kazakhstan:
  • Support organization of a high-level PAGE workshops, thematic trainings, stakeholder consultations and other PAGE events;
  • Ensure smooth logistics, including ensuring translation facilities and suitable conference venue;
  • Ensure participation from government representatives and stakeholders and major international actors;
  • Collaborate with [Ministry], PAGE partners concerning event objectives, implementation, etc.
Support work planning and reporting:
  • Develop draft budgets and work plans;
  • Develop an annual report for all PAGE activities in the country in consultation with national and global partners;
  • Review and analyse specific development plans and priorities, socioeconomic data, reports and other relevant information for [the country] and provide written analysis on links to the PAGE programme;
  • Have regular communication with the PAGE Secretariat and inter-agency group on - updates on update on activities, results and future plans through a Survey and calls.
Key results expected:
  • Effective support and communication concerning PAGE work streams;
  • Meetings of inter-ministerial PAGE technical committee effectively supported;
  • Regular communication performed with relevant ministries, stakeholders, PAGE partners and Secretariat;
  • PAGE meeting organized in with high-level participation of government and development partners;
  • Timely annual reporting.
The PAGE national coordinator supports effective coordination and joint action by national and international actors in Kazakhstan which ultimately leads to crating enabling conditions for green economy policy transition. 
 
Measurable outputs include:
  • Mechanism for coordination and communication on PAGE work streams established;
  • Inter-ministerial meetings on green economy and SDGs organized with PAGE support;
  • Regular communication maintained with relevant ministries, stakeholders, PAGE partners and Secretariat;
  • High-level PAGE events with participation of government and development partners organized and supported (such as the Green Economy Council meetings);
  • Timely quarterly and annual reporting.

Required Skills and Experience

Education:
  • Bachelor’s degree in economics, environmental, social or political sciences, Master’s degree is an asset.
Experience:
  • 6 years of relevant professional work experience at the national or international level in programme/projects management, presentation and reporting, analytical skills.
Language Requirements:
  • Proficiency in English, Russian and Kazakh languages is required.
