Background

Albania is a middle-income country that over the past two and half decades has made significant stride in establishing a consolidated market economy. Due to strong growth performance (annual growth rate at 6%) Albania grew from the poorest nation in Europe in the early 1990s to the status of middle in-come country in 2008.

Despite the positive trend, the structure of the Albanian economy is dominated by small enterprises (95%)[1], which despite having a substantial contribution in terms of both economic growth and employment, have limited potential for job creation. With a narrow export and production base, and limited innovation capacities, the competitiveness of Albania’s economy is weak.

The Albanian Government has committed to transform the economy from an import dependent, consumption-based, and informal economy, to one that is based on sustainable job-creation and increased productivity. As such, it has largely recognized the need to systematically address employment by re-orienting the vocational education and training system towards labor market needs and modernizing and extending outreach of employment services.

The SD4E programme is supporting the Government of Albania in the national VET and Employment Promotion system reform through a comprehensive approach of institutional capacity building on macro/policy level to enable the key actors (MFE, NES/NAES and NAVETQ) to deliver coordinated and demand driven services. The programme enters intoIts consolidation phase with the purpose to capacitate key actors and institutions in VET and Employment to deliver coordinated and demand-driven services. To achieve the overall goal and the purpose, the programme focuses on three outcomes:

Outcome 1 The institutional capacity of key actors in VET and Employment (Ministry, NAVETQ, NAES) is strengthened

Outcome 2 The employment service portfolio is based on a balanced demand-and supply-side oriented approach

Outcome 3 A standardized Quality Assurance (QA) framework is in place that improves the image of VET and fosters linkages between school and world of work

Duties and Responsibilities

The Data Analyst Assistant will support SD4E team by developing and implementing data analyses, data collection systems and other strategies that optimize statistical efficiency and quality. S/he will be responsible for the interventions and development on labor market data and analysis related to labor market features, but also be responsible for the development of databases, registers on labor market and vocational education and training matters. S/he will work under the overall guidance of the UNDP Programme Specialist, and the direct daily supervision of the Programme Coordinator.

The main duties and responsibilities of the Data Analyst Assistant, include the following:

-Support in project activities which aim at developing a functional labour market information system, which should generate, analyse and disseminate information on current and future skills needs,

-Assist in conducting a data audit to decide which data sources are the most useful for monitoring and anticipating skills supply and demand and also to reveal significant data and information gaps;

-Support the capacity building process which includes the improvement of the statistical infrastructure, training analysts and other staff in the relevant institutions and building the trust of respondents and data users through data protection regulations.

-Assist in choosing the relevant methods, formulation of the research questions, data analysis, and interpretation and validation of the results.

-Disseminate the labour market information collected with the main purpose of providing labour market actors with information they can use for decisions to solve mismatch problems.

-Support in collaborating and coordinating different actors and institutions that produce and utilize labour market information and analysis.

Other tasks:

-Develop a register of cooperating companies in Vocational Education and Training system;

-Structure and develop a database on donor coordination in the sector of employment and VET;

-Develop other databases and registers to support the SD4E team;

-Identify, analyse, and interpret trends or patterns in complex data sets;

-Work with management to prioritize tasks and information needs;

Locate and define new process improvement opportunities

-Substantive knowledge of statistic using statistical packages for analysing datasets;

-Adept at queries, report writing and presenting finding;

-Political and cultural sensitivity and commitment to UNDP’s development objectives in the country.

Required Skills and Experience

Academic Qualifications

  • Master’s degree in Finance, Mathematics, Computer Science, Statistic or closely related field is required;

Work Experience

  • Minimum 2 years of professional experience as a data analyst or business data analyst.
  • Substantive knowledge of data models, database design development, data mining and segmentation techniques and tools, is preferable
  • Prior experience with employment / VET related programmes is preferable;
  • Previous experience/familiarity with public institutions is preferable

Language

  • Full working knowledge of English is essential.
