Background Information – Asia Regional Health Cluster

The Asia Regional Health Cluster (ARHC) was established in 2018 for efficient delivery of grants and fund management, and the provision of quality pharmaceuticals and health products. The ARHC aims to significantly impact the targets of UN Sustainable Development Goal 3 on good health and well-being, by expanding the population benefitting from UNOPS-managed health-related engagements across the Asia Region. The ARHC portfolio manages the PR Programme of the Global Fund, which has been providing financial support to the GMS countries for Malaria programs since 2003. Global Fund has selected UNOPS as a regional PR, responsible for delivering the targets set out in the grant agreements in collaboration with selected sub-recipients (SRs) from the National Programmes, local and international NGOs, the private sector and other UN agencies. UNOPS in Cambodia is currently the Principal Recipient programme (PR) for the Regional Artemisinin Resistance Initiative (RAI).

Background Information - Job-specific

The Principal Recipient programme (PR) under the UNOPS Asia and Pacific Regional Office has been established to support, develop and oversee UNOPS’ programmes implemented with GFATM financing in the Region to ensure that synergies between different programme components are effectively developed.

The PR’s Cambodia team works in close cooperation with Regional PR teams to ensure the effective grant management and coordination of in-country GFATM grants as well as, in- Regional Principal Recipients of GFATM regional grants for Greater Mekong Sub-region (Cambodia, Laos, Myanmar, Thailand and Vietnam).

Functional Responsibilities

Under the direct supervision of the Programme & ME Specialist, the incumbent shall be responsible for performing the following duties:

1. Grant Making:

  • Assist in needs and resource mobilisation for TB and Malaria Grants;
  • Draft Terms of Reference for calls for proposals
  • Assist and take part in the evaluation of proposals ,  selection of Implementing Partners and grant negotiation/signing;Grant management
  • Review (and help clear) work plans and reports submitted by the Fund’s Implementing Partners

2. Grant Management:

  • Maintain a clear understanding of grant outcomes, in particular as they relate to the strengthening of health systems and the improved health situation of vulnerable communities for Malaria and TB. Regularly communicate on these outcomes with partners and stakeholders.
  • Collaborate with the M&E Team and assist in routine monitoring of grant progress Act as the focal person to archive all the necessary filing, records, hard and soft, related to the programme and M&E, including PIP and SR data, that can easily be retrieved on request
  • Identify and suggest ways to expand populations’ access to the TB and Malaria services.
  • Propose any initiative that may be necessary to adjust and ensure they are in compliance with the Fund’s policy and strategies;
  • Manage grants and partners as appropriate through disbursements, monitoring visits, advice on implementation, negotiation of contract amendments and other tasks as required.Prepare logistics and administrative matters as necessary for training/meeting/workshop to be facilitated by PR UNOPS.
  • Share information, seek their advice, give due consideration to advice received, and strive to move the TB and Malaria grants forward in a way that is both managerially and technically sound.
  • Be responsible for collecting, reviewing and consolidating quarterly travel plan submitted by implementing partners (Malaria and Regional TB grants) to ensure that they are in line with approved work plan and budget.
  • Perform day to day updating, monitoring and the progress of implementation of Principle Implementing Partner (PIP) and Sub-Recipient (SR) quarterly travel plan both for Malaria and Regional TB grant
  • Perform day to day support of programme and M&E activities, (i.e. support in collecting and consolidating weekly whereabouts, consolidate trip report from programme and M&E colleagues, etc.)
  • Preparation of the programme workplans and budgets
  • Check the accuracy of progress update reports from the PIP and SRs and liaise with them for any necessary corrections/additions as well as required supporting documentation
  • Work with Procurement Unit to ensure partners have adequate supplies for implementation
  • Be able to deliver trainings/presentations as needed
  • Perform other relevant duties as may be assigned by the supervisor.
  • Work closely with other programme staff, the preparation of project implementation plans for all approved Malaria projects and regional TB grant , including work plan for  programmes, participating in budgets planning, facility requirements and staffing schedules.

3. Knowledge Management

  • Report any issue impacting the TB and Malaria interventions in Cambodia relevant to the GFATM
  • Assist in promoting information sharing on all aspects related to TB and Malaria in Cambodia
4. Perform any other duty as may be requested by the supervisor

Education

  • Advanced University Degree (master’s degree) in Medical & Health Sciences, Public Health, Development Study, Business Administration, Public Administration or other related field.
  • University Degree (bachelor’s degree / first level) with a combination of 2 additional years of relevant professional experience may be accepted in lieu of the advance university degree.

Experience

  • A minimum of 2 years of progressively responsible experience at the national level in similar relevant position and/or direct experience in program management, working directly with clients, and operational systems with secondary level education.
  • Ability to work with minimal supervision in a complex environment is required;
  • Previous successful involvement with, and good knowledge of MOH, NGO's and civil society would be an asset;
  • Strong communication and facilitation skills, and ability to establish good working relations with colleagues and stakeholders in a sensitive environment is desirable;
  • Willingness to undertake regular field visits in difficult conditions is preferable.

Languages

Fluency in written and oral English and Khmer is required.
