ToR for Consultant (Technical Advisor) for Accelerating ODF outcomes in three districts of Uttar Pradesh
 
I.Background
 
Save the Children has been active in India for over 70 years, and in April 2008, Save the Children India (registered as Bal Raksha Bharat or BRB). SC India has rapidly grown the scale and scope of its programme operations and advocacy initiatives. It is now present in 19 states across the country reaching over 1.1 million children and adults directly with its projects in health and nutrition, education, child protection and emergency response.
 
Save the Children Uttar Pradesh State Programme Office became operational in the year 2012-13 with major projects under health and nutriton portfolio. At present we are working in 9 districts and have has strong relationships with the government and regularly work in partnership with local civil society organizations to share our evidence-based best practices and advocate for effective implementation of government services and programs.
 
II. Problem Statement
 
Uttar Pradesh scores low in the list of Individual House Hold Latrines (IHHL) coverage with 66.12% (Ministry of Drinking Water and Sanitation, 2018). Additionally, three districts namely Amethi, Sultanpur and Pratapgarh rank 379, 384 and 504 respectively in the list of nation-wide 698 districts with IHHL coverage. (District Performance Index based on improvement in IHHL Coverage, 2018). The usage of IEC fund in Uttar Pradesh has been significantly low, indicated as low as 8.4 % of IEC fund utilization during 2016-17. The Mission directives mandates states to utilize 50% of the funds allocated through Mission for IEC activities in order to be eligible for next round of funding from the Mission. Hence, it is important for the states to develop and execute IEC implementation strategies. The government has focused on constructing the toilets however it is in process to bring the behavioral change in the rural population.
 
III.The Accelerating ODF outcomes in three districts of Uttar Pradesh
 
SC India in partnership with UNICEF will support GoUP in planning and execution of SBM (G) in three districts namely Amethi, Sultanpur and Pratapgarh. The key objective of this partnership is to develop a functional review mechanism for system strengthening and accelerating achievement and sustainability of ODF at GPs/Blocks /Districts.
 
The proposed key intervention will include establishing mechanism to undertake performance review at district and block level, categorization of each block based on sanitation related performance and district level robust planning for accelerating ODF outcomes. The program will ensure review of annual implementation and micro plans, capacity building of service providers to use grading data for monitoring, review progress and validation and review of SBCC strategy for improving effectiveness.
 
It is expected that the proposed project activities will contribute to the following outcomes:
  • All programme districts will have established mechanism to undertake performance review at district and block level.
  • All programme districts will have blocks categorized based on performance. 
  • Each Project district will have a robust plan for accelerating ODF outcomes and post ODF strategies. 
IV.Need and Scope of the Work
 
SC India in partnership with UNICEF shall contribute to accelerated achievement of ODF outcomes in selected geographies and their sustainability. This is proposed to be achieved through: 
 
a)Setting up District Review mechanisms to analyze the status of implementation of ODF related activities, for e.g., setting up district level dashboards.
b)Developing plans for accelerating achievement of ODF outcomes at GPs/Blocks /Districts.
c)Supporting in planning and executing social behavior change communication (SBCC) at district and block levels, also for sustainability of ODF outcomes.
 
A.Purpose of the consultancy service:
  • To develop a functional review mechanism for system strengthening and accelerating achievement and sustainability of ODF at GPs/Blocks /Districts by supporting SBM(G) in planning, monitoring, capacity building and executing social behavior change communication.
  • Existing campaign plan for community demand generation through SBCC will be supported for effective implementation.
B.The specific objectives:
  • Facilitate districts to prepare district level dashboard and monthly fact sheet on progress related to program, toilet construction & use, budget vs expenditure, availability and use of IEC, campaigns, mason training, CATS and other training.
  • Facilitate data analysis to arrive at grading of blocks as per sanitation related performances
  • Facilitate monthly review meeting – plan vs achievement, variance analysis at block level.
  • Ensuring that each proposed district has a robust plan to achieve 100% households with toilets by end 2019 and the same is implemented
  • All concern govt. officers of concern department for relationship and rapport building for effective data management, analysis, monitoring and supportive supervision.
C.Target Areas/Geography
 
The assignment will cover three districts with 44 blocks (Amethi (13), Sultanpur (14) and Pratapgarh (17) of Uttar Pradesh where Accelerating ODF outcomes are being implemented.
 
D.The Specific Role of Consultant
  • Engage regularly with key stakeholders, other development partners and government department dealing with PRI, SBM as well as health at the state and district level to bring in better coordination for effective implementation and management of the programme.
  • Meeting with state authorities to provide the project update. Participate in state level meetings/workshop.
  • Undertake monthly review to asses plan versus achievement and take actions as necessary in consultation with Supervisor.
  • Prepare monthly, quarterly and half yearly /annual work plan along with budget and cash flow.
  • Facilitate & supervise the district resource persons and provide the support in smooth implementation of project activities.
  • Organize the monthly review meeting with resource persons for review of progress and provide remedial solution and prepare the meeting report.
  • Submit regular updates and reports (verbally and in writing) to the Assistant Manager Health on progress, priorities and constraints.
  • Identification and preparation of sites for external / National Support office team visits.
  • Provide the support in implementation of Bal Raksha Bharat Information System for Knowledge (BRISK), REACH and provide the monthly update.
  • Provide the support to district team in identification of Child champions, case studies/ success stories. Regular submission of case study & success case stories.
  • Participation in district level planning and review meeting related to promoting household sanitation and institutional sanitation.
  • Regular meeting with state & district officers to facilitate review meeting, data analysis presentation, suggesting solution, in collaboration with concern govt. department and supported by Resource Person and Cluster Facilitator.
  • Any other task that may be assigned by Supervisor from time to time.
The Consultant will be based in Lucknow and make the frequent field travel of project districts. Coordinate with state level authorities and district level authorities for annual planning and implementation of project/ sanitation activities. Participation in meeting & workshops.   Joint field visits for monitoring purpose. Organize review meetings and provide field visit feedbacks to the departments.
 
V.Deliverables
 
The consultant shall produce the following to Save the Children for review:
  • Coordination with the UNICEF & concern departments as state level and district for smooth implementation of WASH initiatives in 3 districts.
  • Prepare and share the monthly updates on regular basis and share to assistant Manager Health.
  • Provide handholding support to district team through meeting and field visits and share the field visit report on regular basis.
  • Develop the monitoring checklists for spot check of AWC, School, IHHLs and Nigrani Samiti
  • Participate in district level review meeting each month and share the report.
  • Ensure the SBCC activities in the project districts and utilization of IEC budget in project districts.
  • Organize the joint visit with department officers and share the report.
VI.Required Qualification and Experience for this consultancy
 
The consultant should be an individual with experience. Consultant is expected to have expertise in following areas:
  • Post graduate degree in Social Sciences (M.S.W, MA in Sociology). 
  • Minimum 12 years’ experience of working on development issues/ programmers especially those related to maternal and child health;
  • At least 3 years of experience in programme management and implementation of WASH programmes in the NGO sector. Experience of working with INGOs would an advantage.
  • A good understanding of the government policies/laws/ programmes relating to health nutrition and WASH
  • Experience of working in a donor NGO – implementation NGO partnership environment
  • Excellent planning, facilitation, presentation and monitoring skills
  • Proficiency in computers - Microsoft Office.
VII.Ethical Protocol 
 
The proposed assignment will be done strictly in accordance with the Save the Children’s Child Safeguarding Policy, which specifies the conditions to be ensured while interacting with child subjects. The consultant will be required to read and sign this policy before initiating the work. 
 
The consultant will also ensure that all the universally accepted principles of research, viz. respect for the confidentiality of identity of respondents, respect for their right to refuse an interview, end the conversation at any stage or refuse to share a particular detail, respect for privacy and personal dignity of respondents, etc. are duly observed. Not only during the data collection but also while processing and coding the data, the personal identities should remain suppressed to the extent possible. 
 
VIII.Timeline
 
The duration of this work is from 1st May 2019 to 7th June 2019.  
 
IX.Quality Assurance
 
The consultant is expected to adhere to the following quality assurance guidelines:
 
1.Provide all the technical details and work closely with Assistant Manager Health.
2.Follow the advocacy guideline by working with ACC point person and ensure the branding of Save the Children in the project districts.
3.Undertake monthly review to asses plan versus achievement and take actions as necessary in consultation with Supervisor.
4.During the field visit, Check list will be filled; photographs should be taken and submitted to Save the Children.
5.Engage regularly with Key Stakeholders, other development partners and government department dealing with PRI, SBM as well as health at the State and District level to bring in better coordination for effective implementation and management of the programme.
6.Submit the regular reports, trip reports, meeting minutes etc.
 
X.Reporting Relationship
 
The consultant (TA) will work under the guidance and supervision of the Assistant Manager Health.
Project team (Cluster Facilitator and Resource Person) will be supervised by Consultant (Technical advisor).
 
The consultant will report directly to the Assistant Manager Health on all matters related to progress of the work, discussion on activities, field plan, submission of deliverables etc.
 
XI.Arrangements and Resources
 
SCBR will provide the required stationary, IEC materials for distribution. Consultants need to submit all reports and documents in hard copies as well as soft copy.
 
XII.Leave and Entitlement
  • Following leave and entitlement will be applicable
  • 2 days leave per month
  • Working days will be from Monday through Friday
  • Holidays to be availed as per UPSPO approved holiday list
  • Contract can be terminated by 30 days’ notice from either party
