OBJECTIVE OF THE OFFICE/DEPARTMENT
 
PAHO Country Offices are responsible for ensuring that the Pan American Health Organization/World Health Organization (PAHO/WHO) country program of technical cooperation and its country presence provides adequate support to the national health development process and, at the same time, enables countries to shape the sub regional, regional, and global health agendas. The PAHO/WHO Country Office is the basic organizational unit for technical cooperation with the country/ies, drawing on PAHO/WHO resources from all levels and all parts of the Organization.
 
This is undertaken in close coordination with the Family, Health Promotion and Life Course Department (FGL) of the Pan American Health Organization which promotes, coordinates and implements technical cooperation at the regional, sub regional and country levels, emphasizing the central role of the family and community to foster a culture of health promotion and protection in which health is a social value and a human right. FPL focuses on the development and implementation of programs for women and men’s health; sexual and reproductive health; maternal and neonatal health; the integrated health and development of children and adolescents; the health of aging populations; food and nutrition; and comprehensive family immunization.
 
DESCRIPTION OF DUTIES
Under the direct supervision of the PAHO/WHO Representative and the general technical guidance of the Unit Chief, Healthy Life Course (FGL/HL), the incumbent is responsible for, but not necessarily limited to, the following assigned duties\: 
  1. Provide technical and programmatic support to national authorities for the development, update and implementation of evidence-based policies, plans and strategies to improve adolescent and youth health and access to quality health care with emphasis on reproductive health services;
  2. Provide support for the development of good managerial practices for adolescent and youth-centered quality health services, aimed at the improvement of access to health services, including access to modern reproductive health methods and community-based interventions;
  3. Provide technical cooperation to strengthen the evidence-based approach in the preparation of key norms, guidelines and strategies to guide the creation, design, implementation, monitoring and evaluation of interventions to foster a culture of health quality among adolescents, reproductive health services and community-based interventions, to prevent first and second pregnancy among adolescents and young girls, including interventions for adolescent and young males;
  4. Support the preparation and revision of national and local level plans of action; provide technical assistance to promote adolescents and women's health strategies during the life course and activities within national programs and with gender sensitive and intercultural adaptation of the care services;
  5. Provide technical cooperation to Ministries of Health and private sector organizations to introduce and strengthen women's health policies for preventive care to support the achievement of the Sustainable Development Goals (SDGs);
  6. Promote the development of technical and management guidelines and best practice standards for the strengthening of adolescent health programs and quality services delivery, including the incorporation of risk approach and appropriate technology for improving program efficiency and effectiveness and expanding access to care within the Health Model of Health and other settings where youth can access services;
  7. Provide support in the development of adolescent core data (including the use of Information Communication Technologies), their integration with broader health information systems, the production of analysis and policy briefs and the identification of knowledge gaps, amenable to organizational and evaluative research; produce on a periodic basis an analysis of the situation and trends;
  8. Support the capacity of academic institutions and other national agencies in the development of human resources with competencies pertinent to adolescent health within the course of life, using several learning strategies, including distance learning;
  9. Collaborate with other technical staff and support the implementation of activities promoted by the Organization's specialized centers, WHO collaborating Centers and other national institutions, to strengthen training in the areas of adolescent health including the inter programmatic work with mental health and addiction;
  10. Promote and undertake key actions that favor the implementation of evidence-based interventions for adolescent health during the life course, based on the community approach and specially oriented to adolescents living in vulnerable situations, using a human rights, gender and ethnicity approach; 
  11. Disseminate appropriate and relevant technical information and good practices related to adolescent health, reproductive health and community health interventions;
  12. Participate in the identification and mobilization of financial and human resources, including the development of appropriate project proposals for the development of adolescent health; Collaborate in the preparation of the Representation´s Biennial Work Plan (BWP) and the execution of international cooperation, including the analysis of political, technical and socioeconomic realities;
  13. Perform other related duties, as assigned; 
REQUIRED QUALIFICATIONS
 
Education\:
Essential\: A bachelor’s degree in a health-related discipline from a recognized institution.
 
Desirable\: A master’s degree in adolescent health, family medicine and/or health promotion would be an asset.

Experience\:
 
Essential\: Seven years of national experience in managing inter-sectoral health or social projects and programs in the area of adolescent health, reproductive health and quality of care applying the life course approach, with a strong background in community health.
 
Desirable\: Experience working in different cultural contexts, managing community projects related to adolescent health, especially with respect to indigenous and afro descendants’ health, would be an asset.

Technical Expertise\:

  • Strong knowledge of public health, family health programs, and the organization of country health systems with focus on primary/sexual/reproductive health, gender, ethnicity, and life course approach.
  • Professional expertise in health promotion, public health, Sexual Reproductive Health and Adolescent Health.
  • Knowledge and skills in the formulation of technical cooperation interventions and in the development of criteria and instruments for evaluating program interventions across the life course.
  • In-depth knowledge and understanding of the clinical aspects and essential interventions to support the healthy growth and development of women and mothers, as well as basic knowledge of health settings and strategies conducive to improvement of social determinants related to maternal mortality reduction.

Languages\:
Very good knowledge of Spanish with a working knowledge of English.  Knowledge of French or Portuguese would be an asset.
 
IT Skills\:
Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint, SharePoint and Outlook.  Other IT skills and knowledge of other software programs such as Visio and Project will be an asset.
