OBJECTIVES OF THE PROGRAMME

 

The WHO Country Office is an integral part of the WHO Regional Office for Europe. Its main role is to facilitate and coordinate all WHO activities at country level. This is done through facilitating the implementation of the Biennial Collaborative Agreement with the country and its corresponding work plan. The WHO Country Office maintains good working relations and ensures a two way flow of information exchange between the country and WHO. The main objectives of the Joint Tuberculosis, HIV and viral Hepatitis (JTH) Programme, where ALB Global Fund project “Scaling up and ensuring sustainability of the national response to HIV/AIDS and TB among key populations” fits, are to\:

--> provide state-of-the-art and context-specific technical assistance to the Member States on TB M/XDR-TB, HIV/AIDS and hepatitis prevention, control and care;

--> provide evidence-based control policies, guidelines and standards;

--> optimize HIV, viral hepatitis and sexually transmitted infections prevention, diagnosis, treatment and care outcomes;

--> pursue TB prevention and control through End TB Strategy implementation;

--> support Member States in adapting control strategies within the context of strengthening health systems and people-centred approaches;

--> assist Member States in monitoring and evaluation of national control programmes for HIV, TB, M/XDR-TB and viral hepatitis;

--> foster bilateral, multilateral and multisectoral collaboration and partnership;

--> develop stronger linkages between tuberculosis, M/XDR-TB, HIV, hepatitis, sexually transmitted infections control programmes and other health programmes and services particularly to drug dependence and harm reduction, sexual and reproductive health, and maternal, newborn and child health services;

--> address TB, HIV, viral hepatitis, TB/HIV co-infection, multidrug-resistant TB, with the focus on the needs of poor and vulnerable populations;

--> reduce vulnerability and address structural barriers to accessing services;

--> leverage broader health outcome and contribute to health system strengthening based on primary health care and the engagement of all care providers;

--> empower people with TB, HIV, viral hepatitis, civil society organizations and communities through partnership;

--> enhance advocacy, communication and social mobilization for improved control programmes; and enable and promote research.

DESCRIPTION OF DUTIES

As part of a unit team, to perform a variety of secretarial and administrative services in support of the activities of the Global Fund project “Scaling up and ensuring sustainability of the national response to HIV/AIDS and TB among key populations” and relevant Country Office needs.

1. Drafts correspondence and documents based on written/verbal prompts from the professional staff of the unit. Composes and finalizes correspondence of administrative nature. Provides rough translation or synopsis of incoming mail. Takes notes at meetings. Types reports and other documentation.

2. Assists with the administrative preparation and conduct of regional meetings and educational activities, in accordance with established procedures.

3. Makes travel arrangements for duty travels and, in accordance with established procedures, prepares approval memoranda, travel authorizations and follows up on issue of duty travel reports.

4. Prepares correspondence for the recruitment of consultants and staff; arranges briefing appointments and provides secretarial support for them while in EURO; processes agreements for performance of work and other types of contractual arrangements as required and related correspondence follows up on deadlines of such agreements/contracts and prepares payment instructions.

5. Initiates action to process or follow up on correspondence, documentation and forms. Creates background files and compiles reference material as appropriate. Accesses and retrieves information from relevant databases and updates as required.

6. Responds to and acts on telephone enquiries and requests for information. Assesses the critical nature of technical enquiries and refers them to appropriate staff for reply. Coordinates appointments for supervisor(s) and organizes programmes for visitors.

7. Provides briefing and guidance to staff at all levels in the unit/programme on office practices and procedures; liaises with, assists or replaces other secretaries and/or programme assistants in the unit or department should the need arise.

8. Performs other related duties as required.

REQUIRED QUALIFICATIONS

Education

Essential\: Completion of secondary school or equivalent.
Desirable\: Relevant higher education from an accredited institution.

Experience

Essential\: At least 3 years of experience in the secretarial/administrative field.
Desirable\: Experience in an international environment or institution. Relevant experience in WHO or in the UN.

Skills

Proficiency in the use of standard office computer software, note taking and operation of computerized systems and databases.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at ALL 1,486,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
