Job Description

Since its inception in 1933, the International Rescue Committee (IRC) has been a global leader in emergency response and providing durable solutions for conflict- and crisis-affected populations. IRC launched its Yemen program in 2012, and currently is present in 7 governorates across both the North and South of the country. In 2018, IRC Yemen reached over 800,000 beneficiaries in the areas of education, WASH, health, livelihoods, and protection.
Position Summary:
IRC is seeking a Senior Education Advisor for a USAID-funded five-year project in Yemen to expand equitable access and build the capacity of the Ministry of Education to manage the re-development of the education system. The Senior Education Advisor will manage overall basic education technical program work and provide expertise on MOE strengthening and community engagement to promote equitable access to education in target regions. Responsible for overseeing capacity building of the MOE and development of teacher professional development and basic education curricula in coordination with the MOE. S/he will provide technical assistance to the MOE as well as technical oversight of teacher trainers in the field and provide guidance to staff and partners in all field offices, implement and monitor technical initiatives, and work with the MOE, communities, and partners to increase equitable access to education for millions of youth.
This position will report to the IRC Chief of Party and is contingent on the IRC being awarded funding. It is anticipated to begin in August or September 2019.
Job Responsibilities:
•Provide technical leadership on increasing access and building capacity of the MOE, including community engagement; conflict sensitivity; teacher and learner well-being; school development planning; curricula development; teacher/facilitator and head teacher training; systems strengthening; and other education activities;
•Coordination of complementary basic education and school strengthening team activities with all project areas (field management, monitoring and evaluation, grants and operations and security); ensure education activities are closely integrated with other project activities, including household livelihood development;
•Regular communication and coordination with the Chief of Party and key home office staff on technical and project management issues; 
•Manage the education team and strengthen the technical capacity of staff to implement high quality education programs;
•Conduct regular visits to project sites, as possible, to provide technical assistance and ensure proper implementation and monitoring of project activities; 
•Produce inputs to monthly, quarterly, semi-annual and annual reports for the Chief of Party and donors, as needed.

Qualifications

•Advanced degree (PhD or MA) from an accredited university in education, international development, or related field;
•Minimum of 10 years of experience in similar education intervention activities, and experience managing complex international donor-funded development activities in challenging environments. Experience with projects designed to increase equitable access, build MOE capacity, and rebuilding of education systems preferred;
•Significant previous experience working in conflict or crisis situations;
•Experience working in the Middle East and/or Yemen on education programming, including capacity building of MOEs strongly preferred;
•Previous experience as COP of USAID-funded programs preferred;
•Strong negotiation skills and the ability to develop relations with local counterparts, donors, and other stakeholders;
•Demonstrated innovation and success in staff capacity-building and in participatory, flexible, and gender-sensitive programming and implementation; 
•Strong leadership, program, organizational management and communication skills;
•Fluency in English required; proficiency in Arabic strongly preferred.
