JobOverview/Summary:Thispositionisresponsibleofbothmanagerialandfunctionalprocessesoftheemergency health response projectinMyitkyina and targetedtownships fromKachin State.The position willlead the IRCemergency healthresponseprogramtoensurethatthereisqualityprimaryhealthcareandhealthpromotionfortargetedinternally displacedpeopleintargetedcampsofKachinState.ThepositionwillbefocalforcoordinatingwithState/Township HealthDepartmentsandpartnershiporganization.Asprojectlead,thepositionisresponsibleforcoordinationwithall other projectinfield sites and programsupportteams atIRCfield office.

MajorResponsibilities:

RESPONSIBILITIES:
  • Responsibleinthedevelopmentofdetailedprogramlogframes,workplans,monitoringtoolstoensurehighquality programimplementationthroughoutthe projectcycle and ensurethe programis achievingexpectedoutputs.
  • DevelopaworkplanfortheProgram,manageregularactivitiesandplanningoftheprojectactivitiesandensurestaff participationtothedecisionprocessinclosecoordinationwithSeniorHealthManager(RH/ER)andSeniorHealth Coordinator(Eastern).
  • Monitortheprogressofservicestoensurequalitycareandverifythatprogramindicatorsandtargetsaremetinorder toensurethequalityofservices.EnsureadequateandtimelyreportingonprogramactivitiestoSeniorHealth Manager/Senior Health Coordinator.
  • SuperviseandprovidetechnicaloversightofIRCandpartner(s)emergencyhealthprogramstaffsusingstandard Performance ManagementSystem.
  • SupervisetheIRChealthemergencyteamandpartner(s)PHCmobileclinicteamsandCommunityHealthTeamfor emergencyresponsein conflictaffectedarea to establish primaryhealthcare for generalpopulation, women and under 5 children in reference toMOHand IRC/partner(s)-clinicalprotocol.
  • SuperviseorganizingofreferraloflifethreateningemergencycasestorespectivesecondaryandtertiaryHospitalsin targetedarea.
  • SuperviseM&E OfficerforprojectM&E and Databasemanagement.
  • Superviseprojectdrugs andcommoditystockmanagementin clinics deployed intargeted field sites.
  • Participate and implementReproductiveHealth activities whichintegrated withWPE programactivities.
  • ProvidetechnicalsupporttoCommunityHealthOfficerfrompartnerorganization(s)foriCCMactivitiesinIDP camps.
  • Provide technicalsupport for PHC, RH, Nutritionto PHCmobileclinic team.
  • SupportandprovideonthejobtrainingtoClinicSupervisor,NursingSupervisor,CommunityHealthSupervisorand M&E Officerasnecessary.
  • Lead monthly project review meetings and participate in field coordination meeting organized by operation department.
  • Recruit,monitorandevaluatestaffperformance,assesstechnicalqualityofactivitiesandprovideregularfeedback and guidance through regularsupervisorysessions andinteractionto support.
  • Conductregularqualitycontrolvisitto IRCandpartnerorganizationtogetherwith IRC CapacityBuildingTeam.
  • Ensurethe utilizationofdrugs and medicalsupplies areinline with protocols. Providetechnicaloversightin reviewingmonthlyconsumptionpatterns,approvingmonthlyrequisition,andfacilitatetheprocurementofdrugsand medicalsupplies.
  • Manageday-to-daylogistics,administrationandpersonnelactivitiesoffieldbasedERprogramstaffsinaccordance with IRCand nationallaws.
  • Representandcoordinate as projectleadof IRCEmergencyhealthcare projecttolocalauthorities and community.
  • RepresentandcoordinatewithrelevantMoHauthorityat state,townshipandtoestablishweeklyandmonthly diseases surveillance systemand outbreakresponse asneeded.
  • Coordinate and collaborate with administration, finance and operation teams to organize the quality project implementation.
  • Coordinate with M &E manager/Senior M &E officerforMonitoringand Evaluationactivities.
  • Coordinate and collaborate with project manager of Partnership Organization to organize the quality project implementation.
  • IncollaboratingwithprojectmanagerofpartnershiporganizationtoensurequalityPHCandiCCMactivitiesofin targeted communities/camps.
  • CoordinatewithSeniorDrugandCommoditiesOfficerandgivetechnicalsupporttoOperationteamatLashioon main office drugand PHCcommoditiesstore management.
  • Responsible for draftingdonor reportingand ensurehigh qualityreportsintimelymanner.
  • Provide a monthlyupdateon progress andchallenges to the Senior Health Manager/Senior Health Coordinator.
  • AssisttoSr.HealthManager/SrHealthCoordinator–ReproductiveHealth,EmergencyResponseforcollaboration and coordination withMoHatstate/township level, partner NGOs andlocalauthorities.
  • AssisttheSeniorHealthManager/Sr.HealthCoordinatorinthedevelopmentofprogrambudgets,procurementand spendingplansandconductamonthlyreviewofexpenditurestoensureefficientbudgetmanagementanddonor/IRC compliance.
  • Performotherdutiesasassigned bythe Supervisor.

Qualifications

  • Registeredmedicaldoctor(M.B.,B.Sdegree)withminimum3years’experienceonprimaryhealthcaresettingsand clinic management.
  • Experience in managingcomprehensive primaryhealth care projects inpostdisasteror conflictarea withparticular expertisein PrimaryHealthCare,Maternaland ChildHealth, Reproductive Health, nutrition promotion, malaria control,Water-Sanitationand Hygiene promotion IDPhealth.
  • Experience on budgetmanagementskills.
  • Excellentskillin projectmanagementand teammanagement.
  • Excellentskillin coordination withpartnersand stakeholders.
  • Favorabletopersonwithexperienceonmedicalresponsetodisasterarea,surveillanceandcontrolofcommunicable diseases indisasterarea.
  • Sensitivityto the needs andpriorities of conflict-affected populations.
  • Understandingof medicalethic and patienteducation.
  • Abilityto workunderpressure and stressfulcircumference

Working Environment:Theprojecttargeted area is protracted armconflictarea with intermediate tohigh security sensitivity. There willbe multiple ethnicsamongtargeted beneficiaries withdifferentdialects,cultural,tradition and socialsensitivity.
