1.  Organizational Context

 

a.  Organizational Setting

 

The post is located in the Copyright Management Division (CMD) of the Copyright and Creative Industries Sector (CCIS).  CMD proposes policy objectives, designs programs and leads activities for the establishment and strengthening of copyright management systems, including in particular copyright offices and collective and individual rights management systems at the national and international level.  Working closely with professional organizations and stakeholder groups that contribute to or interact with these elements of copyright management, the Division provides advisory services, capacity building and technical assistance in relation to the implementation of WIPO's copyright and related rights partnership programs at the national, sub-regional, regional, inter-regional and international levels.  The Division also coordinates the Organization's public-private partnership activities in the copyright and related rights field, including the Accessible Books Consortium and its Global Book Service.

 

b.  Purpose Statement

 

The incumbent is responsible for providing technical assistance and support for the development of copyright management systems in the digital era and the implementation of project-based initiatives. The incumbent also contributes to the design, development and execution of projects for the Sector, in cross-cutting collaboration with CMD's counsellor, the DDG's Office, other divisions in the Sector, as well as other business units of the Organization.

  

c.  Reporting Lines

 

The incumbent works under the supervision of the Director of the Copyright Management Division.

  

 

2.     Duties and Responsibilities

 

The incumbent will perform the following principal duties\:

 

a.   Prepare project and mission documents and manage, execute and monitor the administrative and operational activities of approved projects and missions;

 

b.   Conduct research and analyze copyright management and infrastructure related legal, licensing and data frameworks;

 

c.   Undertake surveys, data collection activities and analysis;

 

d.   Develop and maintain databases and other information management and reporting systems;

 

e.   Coordinate copyright management and infrastructure activities within the Sector and with relevant business units of the Organization;

 

f.    Carry out outreach activities and collaborate with external partners, including Government officials, Collective Management Organizations, trade associations, industry stakeholders and consultants;

 

g.   Prepare and substantively contribute to reports, including but not limited to implementation, progress and final reports as well as financial and results reports;

 

h.   Perform other related duties as required.

 

3.     Requirements

 

Education (Essential)

First-level university degree in law, information technology or related discipline.

 

Education (Desirable)

Specialization in copyright law or information technology relevant for copyright management and infrastructure.

 

Experience (Essential)

At least six years of relevant professional experience at the national or international level. 

Experience working in the field of copyright or related rights management.

 

Experience (Desirable)

Results-based project management experience.

 

Language (Essential)

Excellent knowledge of written and spoken English.

 

Language (Desirable)

Good knowledge of any other UN language.

 

Job Related Competencies (Essential)

Good knowledge of the international copyright system.

Excellent analytical and organizational skills.

Excellent communication and interpersonal skills and ability to maintain effective partnerships and working relations in a multi-cultural environment with sensitivity and respect for diversity.

Competent user of Microsoft Office applications (Word, Excel, Outlook, PowerPoint) and the internet.

5.    Information

 

Annual salary\:

 

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.  The figures quoted below are based on the April 2019 rate of 67.0%.

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations (not applicable for the External Offices).

Temporary appointments are renewable, subject to continuing needs, availability of budget and satisfactory performance with a maximum cumulative length of two years.
