Job Description

The Senior Capacity Strengthening Officer will be responsible for proactively planning and leading capacity building initiatives and activities to deliver to IRC partners which include local NGOs, as well as stakeholders from the juvenile system in Lebanon.

The Senior Capacity building Officer will be responsible for maintaining high standards of training. This includes solid preparation of sessions, developing training materials in a timely manner based on needs identified and existing best practices, preparing relevant facilitator’s guides, closely liaising with Manager and Senior Monitoring and Evaluation officer to ensure all relevant M & E tools are in place and adapted to training and capacity strengthening session.

This will include frontline staff from local NGO’s, police officers, members of the municipality, as well as key stakeholders responsible for local governance leaders with respects to Child Protection and social accountability. His /Her role will include:

    Planning, preparing and conducting Training and learning sessions:

  • Working closely with the Systems Strengthening Manager to coordinate Vis a vis trainings and coaching activities.
  • Carefully plan and prepare training material, assume full responsibility for planning and organizing delivery of child protection trainings based on IRCs policies;
  • Deliver core trainings on psychosocial support for children, child protection case management, child labour, life skills and IRCs Parenting curriculums Families make the Difference and Parenting for caregivers of working children.
  • Plan structured Coaching and mentoring sessions based on needs assessments.
  • Plan and share a schedule for sessions with local partner on a weekly basis, to ensure all relevant stakeholders are well informed and on board with schedule.
  • Training on Child protection and access to justice to judicial stakeholders in Tripoli and Akkar.
  • This includes the preparation of pre and post tests and other related learning tools around the following topics, in addition to leading and facilitating trainings:
  • Trainings: Introduction to core concepts in Child protection, IRC specialized focused and non-focused CP psychosocial support, Child labour, IRC WFCL and risk mitigation tools, Positive parenting, ,life skills, Case management, relevant trainings on social accountability and access to justice reporting mechanisms
  • Liaise with legal team to identify trends and patterns that capacity strengthening staff need to focus on addressing.

Monitoring and evaluation:

  • Proactively conducting needs assessments on core competencies in child protection related to the framework of the project on a quarterly basis;
  • Identifying ways in which service provision for children can be improved by using critical thinking skills, this includes identifying gaps in service provision, and identifying ways in which to strengthen gaps, and build processes to better serve children;
  • Appropriately file individual capacity building plans and share with key stakeholders accordingly.
  • M & E: Complete all relevant monitoring and evaluation tools including Activity Info, session’s reports, needs assessments etc. and share with Senior Monitoring and Evaluation officer on a weekly basis.

Relationship Building and collaboration:

  • Proactively identify strengths of local partners and key stakeholders, and build on strengths during sessions;
  • Actively build strong relationships with local partners, and other key national stakeholders through maintaining respectful communications, having our partners best interests at the forefront of our service delivery, listening to what they identify as their needs and wants;
  • Spend 75% of time in the field support local partner and other relevant key stakeholders, through weekly visits and on the job training
  • Strong commitment to accountability through reporting and all activities in a timely manner respecting internal deadlines for donor reporting.
  • This includes maintaining updated reporting on workshops conducted, documentation of attendants’ lists, discussions, observations/analysis, challenges, success stories, recommendations and plans. Reports to be submitted to the Systems Strengthening Manager and Senior Monitoring and Evaluation officer.
  • Updating Box with all relevant files on a weekly basis, and sharing with the Monitoring and evaluation officer.

 Key Working Relationships:

  • Position Reports to: Child Protection Systems Strengthening Manager
  • Position directly supervises:  N/A

Other Internal and/or external contacts:

  •  Internal: Senior Child Protection Systems Strengthening and Capacity Building Manager, Senior Child Protection Capacity Strengthening Officer, CP case workers, IRC Protection rule of law staff, including legal counselors.
  • External: Local partners, local government representatives when needed, local NGOs, INGO’s and other relevant key stakeholders such as donors when needed.

Qualifications

Education:

  • Bachelor degree in social work, education, psychology or related fields.

Work Experience:

  • 3 to 4 years in working in Child Protection
  • Strong experience in delivering and facilitating training programs.
  • Strong knowledge Child Protection and of the Juvenile justice system in Lebanon.
  • Strong communication skills
  • Fluency in written and spoken Arabic and English.
  • Staunch advocate of child protection and child rights
