The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs,

with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.

Purpose

The EIB Compliance Directorate is undergoing substantial changes in terms of organisation, staffing and management, but also concerning priorities and the Bank’s approach to Compliance and tax good governance. Our diverse Compliance Directorate team consists of a group of Compliance specialists with a wide range of professional backgrounds, adhering to guiding principles of teamwork, strong professional ethics and true commitment.

Under the supervision of the Group Chief Compliance Officer or the Director and the Head of Division or Head of Unit, as the case may be, you, as the (Associate) Tax Compliance Officer, will contribute to the identification, assessment and follow-up of compliance and tax integrity issues relating to the Bank’s activities, as second line of defence.

Operating Network

The Compliance Directorate comprises several Divisions/Teams, amongst which the Tax Compliance Unit within the Tax and Regulatory Compliance Division.

As an (Associate) Tax Compliance Officer, you will report to the Head of Unit and interact with colleagues both within the Compliance Directorate at large as well as in other Directorates, notably with our EIB client facing officers.

Accountabilities

As part of the overall tax good governance framework;

  • You will assess the compliance and risk rating of existent and future operations with focus on the EIB Group Policy Towards Weakly Regulated, Non-Transparent and Non-Cooperative Jurisdictions and Tax Good Governance, Anti-Money Laundering and Combating the Financing of Terrorism (AML-CFT) requirements and particularly on tax integrity;
  • You will review and manage tax integrity issues (including undertaking Tax Integrity Due Diligence - TIDD), raised by the first line of defence regarding EIB counterparties in the context of new or renewed operations;
  • You will draft summaries of TIDD findings and tax-relevant information for inclusion in opinions, tax-relevant recommendations issued by the Compliance Directorate;
  • You will contribute to the development and implementation of TIDD tools, policies and internal procedures;
  • You will have the opportunity of participating in Compliance Directorate’s meetings and, where appropriate, meetings of the Bank’s decision-making bodies or relevant committees, providing your tax-specific knowledge support;
  • Assistance to 1st line of defence throughout the TIDD process will be one of your priorities;
  • You will have the chance to contribute to the Compliance Directorate’s communication and training efforts by designing and providing training to the Bank’s staff in the area of taxation;
  • Your perseverance will be needed to keep abreast of, monitor and report on new tax developments at EU and international level in areas relevant to Compliance;
  • In general, you will address any compliance issue at the request of the Chief Compliance Officer or the Director.

Qualifications

  • Minimum 3 years professional experience in advising on international tax issues and/or areas relevant to the Compliance Directorate’s tax good governance activities;
  • University degree preferably in economics, accounting, finance or law. Specialist qualifications (such as Master’s Degree, LLM or similar) in international taxation (or similar) would be an advantage;
  • Knowledge of and experience in tax regulations, principles of international taxation, tax avoidance and/or aggressive tax planning strategies as well as recent developments in EU and international tax policy; additional knowledge of AML-CFT matters would be an advantage;
  • Knowledge of both standard and compliance-related computer tools and proficiency in internet searches;
  • Some knowledge of the EIB’s objectives & broad policies;
  • Some knowledge of the objectives & broad policies of the European Investment Fund (EIF) would be an advantage;
  • Ability to analyse large quantities of information in short periods of time;
  • Practical approach and ability to understand the operational requirements and priorities;
  • Good communication and writing skills;
  • Excellent knowledge of English and/or French(*), with a good knowledge of the other. (Knowledge of other EU languages would be an advantage).

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
