The EIB, the European Union's bank, is seeking to recruit for its Corporate Services Directorate (CS) – Buildings & Logistics Department (BLD) – FM Building Projects and Services Division (FM-SED), at its headquarters in Luxembourg, a:

(Senior) Security Systems Programme Manager

This is a full time position at grade 5/6

The term of this contract will be 4 years

Panel interviews are anticipated for mid JULY 2019.

The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs,

with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.

Purpose

You will manage security projects by planning, preparing and driving the implementation of physical and technical security installations and participate in the development and maintenance of security strategies and procedures in order to contribute to the implementation of the Security Programme Luxembourg ’26 of the EIB Group.

This is including, but not limited to, the Global Operational Control Centre and associated active and passive components (e.g. walls, fences, gates, barriers and doors, IT-based alarm/detection systems, in particular for the purpose of Sealing Off, Access Control, Detection, Incident Response).

Operating Network

You will be reporting to the Security Programme Manager for the duration of the Security Programme implementation and to the Division in charge of the maintenance and support of our security systems once the programme has ended. 

Accountabilities

Your main responsibilities:

  • Coordinate and manage projects to completion, on time within budget and within scope, applying proven project management standards (e.g. PM2) to provide business owner(s) with required timely solution
  • Prepare reports for Management regarding status of project, carrying out risk assessments and proposing mitigation plans  to maintain the project(s) on track and report anytime on exact status of the activities
  • Carry out value engineering to identify and propose cost effective and optimized alternatives in order to provide business owners with the most cost effective solution. Provide advice and recommendations in own domain and propose appropriate solutions and actions.
  • Identify and manage interfaces with the operational units to ensure full alignment with business requirements in the field of security and safety operations. This includes, coordinating and representing EIB security with internal and external stakeholders to ensure the successful delivery of the projects you are in charge of
  • Contribute to maintaining up-to-date security strategies, policies and procedures for the EIB Group in Luxembourg, in particular in the area of physical and technical security installations and systems, in order to provide a robust and comprehensive security solution to the business owner

Qualifications

  • Minimum 5 years professional experience in project management with security systems installations, ideally in an EU and/or international organisation and/or financial service institution.
  • University/ Master’s degree in a relevant field (e.g. Electrical/Systems Integration Engineering or any associated Engineering relating to security systems) or similar professional qualification.
  • Experience and/or certification in Project Management (PMI, Prince2, PM2 or equivalent).
  • Project management experience of both design and implementation phases; ideally of an integrated Operational Control Centre with associated passive and active components.
  • Deep knowledge of control centres and associated functional analysis studies.
  • Sound knowledge of state-of-the art physical and technical security installations and systems.
  • Professional experience in security operations would be considered an advantage. 
  • Deep Understanding of IT systems and related IT security in relation to security and safety systems.
  • Proficiency in computer based scheduling software, as well as good command of MS Office tools, including excellent use of Excel. Understanding of 3D Building Information Modelling information systems would be considered as an advantage.
  • Awareness of Building Management Systems (BMS).
  • Knowledge of EU procurement regulations and practices.
  • Experience / understanding of procurement and contract management procedures relating to EU institutions is considered a plus.
  • Excellent knowledge of English and/or French(*), with a good knowledge of the other. (Knowledge of other EU languages would be an advantage).

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
