The United Nations World Food Programme (WFP) has been presented in Myanmar since 1994 and is now focusing on helping the Government reach its national Zero Hunger Challenge by 2025. WFP’s work in the country is guided by three priorities: emergency preparedness and response; nutrition; and provision of social safety nets.

ORGANIZATIONAL CONTEXT

This post is located at WFP Area Office in Pakokku. The job holder reports to the Head of Area Office who will be covering the operations in Chin State, Magway, Mandalay and Sagaing regions.  

At this level, job holders are responsible for technical work including the planning, implementation and co-ordination of activities that require thorough understanding of programme/project context, issues and ability to apply a range of guidelines/practices. They independently handle a wide range of specialized programme or policy support activities and may be involved in analytical work. Work performed typically has a substantial impact affecting other parts of the programme. Job holders demonstrate initiative in the identification and resolution of a wide range of issues/problems, and effectively handle unforeseen situations. They may act as technical focal points in the area of vulnerability assessment and analysis. Job holders set objectives, resolve wide-ranging issues and unforeseen problems, supervise and coach a team of support staff within an area of responsibility.

JOB PURPOSE

To provide effective coordination and specialized support to a full range of policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of Head of Area Office in Pakokku, the incumbent will take accountabilities of the following duties and responsibilities.

  • Coordinate and Liaise with the counterpart, line departments and local authorities for the smooth implementation of WFP operations in Chin State;
  • Coordinate and Liaise with the cooperating partners (NGOs, INGOs and UN Sister Agencies) to enable effective collaboration, planning, implementation and monitoring of food assistance projects;
  • Plan of implementation of WFP field operations to ensure effective and efficient delivery of food assistance and ensure that all the allocated resources are used efficiently and the daily operational issues are timely solved to prevent losses or delayed;
  • Within the specific area of responsibility, prepare a variety of elaborated reports and substantial data analysis (e.g. food security and nutrition need, resources utilization, Programme status and performance) and make recommendations to supervisor for efficient planning and decisions making;
  • Lead and ensure accurate, timely recording of data within the specific area of work (e.g. Assistance Programme, Food Security & Nutrition and vulnerability) and consistency of information presented to supervisor and stakeholders;
  • Assess the food need for Emergency and draw up plans for its timely arrival in co-ordination with Cooperating partners (NGOs, INGOs and UN Sister Agencies) and monitor the implementation of these plans;
  • Follow standard emergency preparedness practices to ensure WFP can quickly response and deploy needed resources to affected areas at the onset of the crisis;
  • Conduct monitoring and evaluation of activities and ensuring alignment with wider Programme policies and guidelines and prepare comprehensive reports on WFP operations;
  • Ensure maintaining database of COMET, M&E, Food security and nutrition indicators and WFP projects;
  • Encourage the cooperating partners on the maintenance of all records, accounts and books as stipulated in the Field Level Agreements and ensure that reports require for WFP are accurate and provided as scheduled;
  • Ensure compliance with WFP’s policies, criteria and procedures with respect to food assistance projects in the operation area;  
  • Assist Head of Area Office for holding accountability for the security of WFP’s staffs, office premises and assets in the Area and field offices;
  • Assist Head of Area Office for Managing the staffs, providing advice, guidance and training, to ensure individual and team objectives are delivered to agreed standards and deadlines;  
  • Assist Head of Area Office for holding accountability for the designated level of project financial management;
  • Coordinate with Pakokku Logistic team and ensure all the logistics arrangements are fully meets the required for WFP Chin state operation;    
  • Performed any other related duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education:

Completion of secondary school education with a university degree in development studies, public administration, social science, agricultural, international relations or other related functional areas.

Language:

Fluency in both oral and written communication in English and Myanmar.

Knowledge & Skills:

  • Knowledge of humanitarian assistance and development practice. General knowledge of UN system, policies, rules, regulations and procedures governing administration. Knowledge of the political, economic and social situation in Myanmar.
  • Knowledge of food security analysis and the data collection, treatment, and manipulation techniques typically associated with it;
  • Knowledge of advanced statistics methods and statistical analysis with ability to use statistical software packages (SPSS, SAS, STATA, etc.);
  • Knowledge of MS Office (Word, Excel, Access, Outlook);

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Preferable to have at least five years of progressively responsible experience of which at least three years closely related to Humanitarian Response and emergency preparedness, food security or other related field. Additional knowledge and experiences in the following areas is an advantage.

  • Has experience or basic knowledge of humanitarian policy and emergency preparedness
  • Has participated in implementing technical programs;
  • Has implemented programmes with increased level of responsibility; Has provided input to policy discussions.
