STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced University degree in one of the following fields: social sciences,        

statistics, development economics, epidemiology, performance management, monitoring and evaluation or other related fields, or First University degree with additional years of relevant work experience and/or training/courses.

Experience:

Minimum of three years of relevant professional work experience in a senior or leading position, including experience in monitoring, evaluation, and/or knowledge management with strong experience in utilization of online data management and reporting tools.

Knowledge & Skills:

The post requires knowledge of information management principles, with the ability to identify and present data for different reporting and management purposes. Practical knowledge on programme monitoring, programme cycle and reporting is required, as well as knowledge of data quality control and assurance mechanisms, who to work with relevant technology and procedures to collect; organize, share and use corporate information; excellent command in MS Office, particularly Excel and PowerPoint; technical skills on monitoring methods and data analysis; ability to provide support remotely and communication.

Languages:

Fluency (level C) in English and Arabic languages.

ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer.
Job holders are likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed. They are typically involved in programme or policy activities or similar nature and analytical work of limited complexity. 

JOB PURPOSE

The Regional Monitoring team is providing technical support and oversight to 17 countries during their implementation of the Country Strategic Plans (CSP). The team guides and ensures that the CSP Monitoring, Review and Evaluation plans will provide the most relevant and strategic information toward achieving expected results, while being compliant with WFP corporate monitoring and evaluation requirements.

COMET (Country Office Tool for Managing Effectively) is WFP’s comprehensive online tool to design, implement and monitor programmes and to improve organizational performance. COMET enables WFP Country Offices to capture all operational data in one platform including planned and actual distribution figures by partners, locations and beneficiary groups, programme outcome data, and partnership agreements. COMET is the backbone for monthly operational management and also feeds into WFP reports, including the annual country report (ACR).  

KEY ACCOUNTABILITIES (not all-inclusive)

General Tasks:

  • Provide project management support to specific and defined programmes and projects of small to moderate size that are relatively straight forward in nature, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures
  • Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders
  • Liaise with internal counterparts to ensure effective collaboration, monitor ongoing projects
  • Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages
  • Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through project management support of learning initiatives
  • Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries
  • Contribute towards the development of projects, log-frames, implementation and monitoring plans and processes, ensuring alignment with wider programme policies and guidance
  • Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained
  • Research and analyses policy, monitoring and operational issues to support senior colleagues in the development of policies, monitoring and evaluation as well as programmes and activities

SPECIFIC ACCOUNTABILITIES FOR THE FUNCTION

  1. Support Country Offices (COs) and track the progress of operational data entries to ensure timely reflection of business processes in the COMET to support operational compliance and CO decision-making processes, as well as quarterly reviews to facilitate the annual reporting and performance cycle
  2. Support CO in their development of their log-frames and tracking of data entries
  3. Assist in reviewing project documents, budget revisions and country strategic plans including beneficiary figures and log-frames
  4. Conduct meetings and conference calls to discuss any identified issues and agree on the solutions and way forward,
  5. Bring business queries and issues to RB technical focal points and facilitate a dialog with COs, as required
  6. Manage system queries from COs and liaise with HQ team, as required to address issues observed/reported.
  7. Contact respective COMET Focal Points to discuss the data entry gap and report it to the RB programme management.
  8. Generate and supervise the development of regular reports and dashboards on COs performance and conduct relevant analysis, to be shared with management, section and programme heads.
  9. Provide in-country and on-line training and other capacity building exercises on COMET
  10. Do a skills gap analysis and come up with innovative ways to raise the capacities of COMET staff 
  11. Provide COMET trainings and presentations to RB respective technical focal points to strengthen the RB units liaison in provision of the support and oversight to COs
  12. Test new system enhancements and inform COMET users on new developments.
  13. Support on reviewing global COMET business processes/system materials and provide inputs when requested.
  14. Assist the Regional Programme Officers to test different elements of the system and coordinate inputs from the other technical units
  15. Provide any other COMET related support as requested
