ABOUT WFP

The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. WFP has been present in Timor-Leste since 1999. WFP focus in Timor-Leste is on building the capacity of the Government of Timor-Leste in the integrated Management of Moderate Acute Malnutrition (IMAM), Social Behaviour Change Communications (SBCC), Rice fortification, Operational research and evidence generation including the Fill the Nutrient Gap (FNG) through the Ministry of Health’s. Technical assistance and Government capacity development, with a strategy for hand-over of a sustainable food-based programme to the Government are key priorities. WFP supports KONSSANTIL (Inter-Ministerial Council for Food Security, Food Sovereignty and Nutrition) to implement the Zero Hunger Challenge and has aligned its activities with both UNDAF and Government policies, strategies and action plans.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Public Health Nutrition, Nutrition, Food Technology, Medicine or other relevant field.
Language: Fluency in both oral and written in English language (level C)
Experience:

  • At least five years or more of postgraduate progressively responsible professional experience in in the area of international humanitarian development, nutrition, health or food security, including on advocacy and communication, social mobilization, working with community leaders or organizations, developing and disseminating education materials which are key elements of SBCC, providing training, and monitoring of results.
  • Experience working with governments on developing nutrition policies and/or implementing a nutrition programme (within food security or health).
  • Experience conducting nutritional assessments, analysed data and drafted recommendations for programme.
  • Experience working in multiple countries.
  • Experience working in both emergencies and development context.
    Knowledge and Skills:
  • Ability to conduct research, analyse and interpret diverse information, draw out the key messages and translate evidence into context-specific and operational solutions.
  • Good communication skills with the ability to persuade, influence and adapt communication style to different situations and individuals. Experience in the field of communication in a UN organization or NGO is an asset.
  • Strong oral and written communication skills, able to clearly articulate insights to stakeholders in WFP
  • Knowledge of common business principles and processes and the ability to quickly assimilate UN/WFP specific processes and systems.

ORGANIZATIONAL CONTEXT

Reporting to the Head of Programme/Deputy Country Director (DCD) the Consultant works in close coordination with the National Policy Officer and the National Nutrition Officer, respectively Activity Managers for Activity 1 and Activity 2 of the CSP and all relevant staff and divisions within WFP.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Provide technical advice to WFP Timor-Leste on nutrition specific and nutrition sensitive programme and policy and operational issues including assessment and analysis, the choice of objectives, activities, transfer modalities and commodity choice for nutrition specific and nutrition sensitive programming in line with WFP standards and processes.
  2. Support the strengthening of national nutrition initiatives, including the development of national government policies related to nutrition as well as nutrition strategies, action plans, protocols and guidelines in line with the SUN Movement and international guidance and current evidence.
  3. Provide support for operational partnerships, including inter-agency collaboration, to ensure a strong multi-sectorial response to nutrition in both emergency and non-emergency settings.
  4. Prepare accurate and timely reporting and learning, contributing to a knowledge base that informs decision making of WFP and other stakeholders.
  5. Design, conduct and communicate the nutrition situation clearly and effectively to nutrition stakeholders.
  6. Represent WFP at regional, national and international meetings to contribute in technical discussions, exchange experiences, advocate for nutrition interventions and identify areas of potential collaboration.
  7. Support the monitoring and evaluation of WFP activities, provide technical analysis, and interpretation.
  8. Build capacity of WFP staff, partners and national governments to prepare for and respond to nutrition problems.
  9. Develop contingency planning, risk analysis and early warning related to nutrition risks.
  10. Perform any other related duties as required

TERMS AND CONDITIONS

Type of contract: International Consultant - Regular
Duty station: Dili, Timor Leste
Duration: Initial period of six (6) months
