The Protection Sector for the Libyan response was set up in 2015 under the overall leadership of the Resident/Humanitarian Coordinator (RC/HC), with UNHCR as the lead agency. Its aims are to “provide safe and dignified access to life-saving protection assistance to people in need" and to "ensure prompt identification of protection needs and timely delivery of specialized protection services to the most vulnerable". The Protection Sector focuses on conflict affected populations, including (i) IDPs; (ii) returnees, (iii) migrants, (iv) asylum seekers and (v) non-displaced populations, especially vulnerable groups such as children, adolescents, women at risk of gender based violence, older people, persons with disability and other minorities groups. The cluster system has not been activated so the Protection Sector working group remains the main coordination forum for the sector.

 

About the job

The Protection Manager is responsible for managing the effective implementation of the protection component of DRC's emergency response programme, which aims at protecting and promoting the safety, rights and agency of Libyan IDPs and vulnerable local non-displaced populations. To this end, the Protection Manager will manage a team of protection officers and protection assistants actively conducting protection monitoring activities and referrals to ensure their access to basic rights and services. The Protection Manager will also be responsible for building staff capacity and roll out of PSS and community-based protection activities. The role may also include reporting, liaison and coordination responsibilities.  . Your main duties and responsibilities will be:

  • Programming
  • Uphold the professional standards related to protection and humanitarian assistance.
  • Provide technical input into protection methodology, data collection and information management 
  • Ensure that activities are implemented in a timely, professional and sustainable manner in accordance with donor objectives, goals and indicators as well as protection standards.
  • Develop and roll-out PFA and PSS training curriculum for staff and provide technical oversight for team implementation of PSS activities.
  • Analyse and write reports on protection risks and concerns identified through DRC protection activities.
  • Manage protection responses in conjunction with the local community, protection staff and local authorities
  • Budget oversight, staff management and donor reporting.
  • Supervise the daily activities of a team of protection staff implementing protection monitoring activities in urban communities and IDP settlements to assess the protection needs. To this end, help revise/develop assessment tools and methods such as Key Informant Interviews (KIIs) and Focus Group Discussions (FGDs).
  • Faciliate the free and safe access to services of target beneficiairies by referring them to a wide-range of service providers and support actors as appropriate. To this end,continue to develop referal pathways through coordination with service providers and other actors; ensure quality in the processes of case mangement and referral follow-up.
  • Identify, opportunities to enhance or expand the protection project into new thematic or geographic areas.
 
  • Reporting
  • Oversee the production of high quality data-collection and analysis.
  • Oversee the production of quality and timely reports on program activities.
  • Take the lead on data analysis and reporting of protection patterns related to internally displaced persons and host communities which will be circulated as monthly/bi-monthly protection monitoring reports.
 
  • Representation
  • Develop and strengthen relationships with beneficiaries, local communities, local authorities, operational partners etc. in order to maintain trust in DRC’s professional standard and quality of work among all stakeholders
  • Coordinate with the Protection Working Group (PWG), HPM, and other DRC programmes, to develop harmonized approaches to protection monitoring in Libya.
 
  • Operations
  • Contribute to the effective implementation of all operations support activites, including related to administration, finances and logistics, so as to ensure smooth project implementation. In all matters, comply with internal directive and policies as communicated by the Protection Programme Manager and/or the the relevant support departements
 
  •  Other
  • Conduct other tasks as requested by the the line manager for the effective implementation of DRC’s project.
 

About you

To be successful in this role we expect you to At least 3 years of experience in protection preferably for an International NGO, at least 1-year experience in a project management role. Moreover, we also expect the following:

 

Required

  • Mandatory: fluency in spoken English and Arabic; French is an asset.
  • University degree or higher education in a relevant subject such as human rights law, international relations and/or international development
  • At least 3 years of experience in protection preferably for an International NGO, at least 1-year experience in a project management role
  • Experience with protection monitoring in another context (preferably the Middle East)
  • Experience developing PFA/PSS curricula and implementing PFA, PSS activities, and preferably case management (please describe experience in this area in your application).
  • Skills in planning, budgetary control and monitoring 
  • Experience in working in complex emergencies and challenging security settings. Familiarity in working with communities in urban settings and conflict environments
  • Experience in capacity building and support of national staff 
  • Self-motivated, able to take initiative, resilient and able to work independently. Initiative is highly valued.
  • Ability to produce timely project proposals and high-quality reports
  • Fluency in written and spoken English and Arabic.
 
 Desirable
