Organizational Setting


FAO Bangladesh assists the Government to formulate policies, programmes and projects to address the root causes of hunger and malnutrition, develop the agricultural, fisheries and forestry sectors, and utilize environmental and natural resources in a sustainable way. It contributes to the development of FAO’s field programme projects in the country and implements them in the sectors of food security, agriculture and rural development.


The Technical Cooperation Programme (TCP) project of FAO, Support to seaweed cultivation, processing and marketing through assessment and capacity development (TCP/BGD/3704) will\:


• Assess the current seaweed production, processing and marketing potentials in Bangladesh and produce/ prepare a national project/ program concept note for future expansion of seaweed industry in Bangladesh;
• Improve and adopt efficient seaweed farming methods and processing techniques and establish marketing channels by coastal communities in the project target area for expansion of seaweed industry in Bangladesh;
• Strengthen capacity of stakeholders on good practices in the seaweed farming, processing and marketing.


Reporting Lines


The national consultant will be under the overall managerial, administrative leadership and supervision of the FAO Representative in Bangladesh and direct supervision of the Assistant FAO Representative (Programme) and close collaboration with the Government counterpart as well as other project staff in the various project in FAO Bangladesh.


Technical Focus


Support the development and implementation to seaweed cultivation, processing and marketing through assessment and capacity development


Tasks and responsibilities


- Collect and make available relevant documents and information concerning seaweed species available, its culture and prepare a database for seaweed farming.
- The consultant will find out the cultivable species, gaps in the culture systems, compares seaweed culture stage of Bangladesh with other countries (eg. Philippines, Japan, Malaysia) and finds out appropriate organizations where Bangladeshi scientists and entrepreneurs should benefit by receiving on-farm hands-on training and or experience of the seaweed culture, processing and marketing.
- Carry out a secondary research and finds out the capacity gap and market constraints for expanding seaweed culture in Bangladesh.
- Communicate with the research organizations or universities for selection of overseas training.
- Prepare the terms of reference for letter of agreement (LoA) based on the responses and selection of the training institution.
- Organize and coordinate activities with partners in agreement with LoA and project document.
- Prepare training manuals based on the overseas training and present practices.
- Prepare quarterly project report and end of the project report.
- Identify adaptable better management practices for seaweed production, harvesting, handling and marketing.
- Work as a resource person for the training on seaweed culture in the southern districts of Bangladesh.
- Follow-up development of the training course and dissemination of the lessons learnt to the seaweed farmers in seaweed farming, harvesting, handling and marketing.
- Support next follow-up project concept note based on the experience of the LoA;


CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements


- Advanced university degree, preferably PhD. in aquaculture, seaweed, fisheries technology, botany, marine fisheries or related field with specialization in seaweeds;
- National of Bangladesh or resident in the country;
- Minimum 10 years of experience in agriculture/agro-based project development and implementation.

- Working knowledge of English is desirable and well computer literate.
