Project Officer

We are looking for a talented professional to support us as a Project Officer in Brasilia, Brazil. You will be based at ABC – Brazilian Cooperation Agency, and will be hired to work specifically, but not exclusively, on the project “Alternatives for the distribution of by-products of cotton and combined crops in Africa”. Coordinated by the ABC and implemented by the Centre of Excellence against Hunger, the project will complement other South-South cooperation initiatives conducted by the Brazilian government in the cotton-growing sector in Africa, such as the Cotton-4 + Togo, Cotton Victoria and Cotton Shire Zambezi. The project also complements the South-South cooperation activities in food and nutritional security developed by the WFP Centre of Excellence against Hunger and the Government of Brazil.

The WFP Centre of Excellence against Hunger is a global forum for policy dialogue and South-South learning in school feeding, nutrition and food security programmes. The Centre of Excellence is a result of a partnership between WFP and the Brazilian government and was created in 2011 to support governments in Africa, Asia and Latin American in developing sustainable solutions against hunger. Responsibilities and tasks

As a Project Officer, you will be working under the general supervision of the Centre´s and ABC’s Directors and will report to the Coordinator of Trilateral South-South Cooperation with International Organizations from ABC. Your duties and responsabilities will be:

  • Provide analytical support in negotiations related to the development of international technical cooperation programmes;
  • Provide analytical advice on proposals for South-South cooperation projects;
  • Prepare analytical information on the development of programmes, projects and activities;
  • Design and operationalize instruments for the dissemination of successful experiences of Brazil’s South-South cooperation;
  • Assist in the identification and formulation of trilateral South-South cooperation mechanisms;
  • Support the elaboration/development of databases or documents from recipient countries (country briefs, cooperation demands, etc.).
  • Organize and execute projects activities and give specialized project management support to ensure that the various activities are performed within the established targets;
  • Provide specialized expertise and contribute towards the development of project activities, plans and processes within the specific technical area of work ensuring alignment with wider programme policies and guidelines;
  • Prepare a variety of reports and substantial data analysis, ensuring that project’s deliverable adhere to corporate standards and quality control;
  • Support the organization of the Project's and related South-South cooperation missions, meetings and briefing sessions;
  • Support the Project's and related South-South cooperation work with national and international counterparts to build common understanding and coordination on project activities;
  • Support the the Government of Brazil and the Centre of Excellence in monitoring the development of the strategies, methodologies, contingency plans that respond to new and emerging operational challenges for project countries;
  • Participate in field visits to support the evaluation and improvement of planning, programming, implementation and monitoring process that interfere on the project success;
  • Comment on publications, technical analysis, and researches;
  • Brief project’s steering committees on project’s developments, if requested;
  • Support the elaboration of trilateral South-South technical cooperation programmes, projects, and activities associated with negotiations established between the Brazilian Government, other countries and international organizations, particularly in the elaboration of projects to strengthen the cotton sector in developing countries;
  • Support the team with project management, financial and administrative issues, through communication with the operational area;
  • Support the preparation of technical and financial reports related to the project and the partnership between ABC, the Centre of Excellence, and the Brazilian Cotton Institute;
  • Perform any other tasks as required by the Coordinator of Trilateral South-South Cooperation with International Organizations (ABC).

Minimum qualifications

Education: A Bachelor’s degree directly associated with the job profile is mandatory. Postgraduate studies directly associated with the job profile is desirable.

Experience: Three years of progressively responsible work experience in the identification, elaboration, implementation and monitoring of international cooperation projects, preferably focused on South-South Cooperation. Experience working at UN and/or ABC will be considered an asset.

Knowledge: Training and/or experience utilizing computers, including word processing and spreadsheets. General knowledge of UN and/or ABC system, administrative policies, rules, regulations and procedures is an asset.

Language: Fluency in both oral and written communication in Portuguese and English. Working knowledge in French will be considered as an asset.

Selection of candidates is made on a competitive basis on account of potential and performance. All applicants will undergo a process which includes screening against job requirements, a technical test, and a panel interview.

You must have Brazilian Nationality or must be legally authorized to work in the country.
