ORGANIZATIONAL CONTEXT

Technology and connectivity are rapidly reaching some of the most vulnerable people and places affected by crisis, but they are also increasingly expanding to the services responding to those same crises. As one of the main humanitarian actors, WFP has the opportunity and the obligation to leverage data and technology to better know and serve those in need by digitally transforming the way it works. Such ambition led to a plan aimed at establishing, integrating, and mainstreaming – in the next two years – the core elements of an end-to-end digital business process.

JOB PURPOSE

The Technology Division (TEC) has embarked in a transformation journey to become a flexible, customer-centric, digital leader. This requires a solid, experienced and digitally savvy Communications Officer who can support and enhance both TEC internal and external communication.

The incumbent will report to the Deputy Director, Technology Division and work in close coordination with the Communications Advocacy and Marketing Division (CAM).

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Develop and lead an internal communications strategy, including setting clear goals and objectives, defining key tasks, messaging, audience targeting and analysis, to supports WFP’s mission and TEC’s strategy, and engages TEC staff;
  2. Develop and lead an effective external communications plan and manage activities that promote, enhance, and protect TEC reputation;
  3. Manage media relations, act as a spokesperson for TEC and maximise social media opportunities to ensure that TEC is regularly featured on the social media, in alignment with WFP Communications team;
  4. Build and develop external partnerships related to communications and campaign work with peer organisations and WFP communication team;
  5. Provide advice and support the Regional IT Officers (RITOs), ensuring compliance with TEC and wider WFP and communications strategy, taking in consideration specific region/country needs;
  6. Lead and manage a team of Communications Officers, and oversee day-to-day activities including budgeting, planning, staff performance and development;
  7. Ensure collaboration with internal global/regional communication partners to ensure and consistency in messaging to enhance understanding and support for WFP’s TEC initiatives;
  8. Perform other duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education:

  • Advanced University degree in Journalism, International Relations, Public Relations, Communications or other relevant field, or First University degree with additional years of related work experience and/or trainings/courses. 

Language:

  • Fluency (level C) in English language.
  • Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

Experience:

  • At least 8 years of postgraduate progressively responsible experience as a communications, public relations or marketing specialist.
  • Field experience with knowledge of technology pain points and opportunities is desirable.
  • Experience in developing communication strategies/advocacy campaigns/marketing plans. 
  • Experience planning, gathering and producing tailored multimedia content.
  • Experience of managing teams of staff with related areas of expertise.
  • Experience in digital transformation projects is desirable. 

Knowledge and Skills:

  • Excellent communication skills, confident in contributing ideas and working in a collaborative way.
  • Ability to offer robust advice to senior management on sensitive issues.
  • Creative, with the ability to think laterally.
  • Strong documented writing and copy-editing skills.
  • Solid project management experience.
  • Digitally savvy.
  • Adaptable, resourceful, driven, with a strong sense of ownership and dedication to personal excellence and constant improvement.
  • Strong collaboration skills, working cross-functionally within the Technology Division as well as convening cross-functional stakeholders to work together.

TERMS AND CONDITIONS

The selected candidate will be employed on a fixed-term contract with a probationary period of one year.
