Organizational Setting


The Myanmar Department of Fisheries of the Ministry of Agriculture, Livestock, and Irrigation (MoALI) and the Food and Agriculture Organization of the United Nations (FAO) are initiating the project "FishAdapt\: Strengthening the adaptive capacity and resilience of fisheries and aquaculture-dependent livelihoods in Myanmar" with funding from the Least Developed Countries Fund (LDCF) of the Global Environment Facility (GEF).

The project aims to assist government to enable inland and coastal fishery and aquaculture stakeholders to adapt to climate change by understanding and reducing vulnerabilities, piloting new practices and technologies, and sharing information. Key areas of focus for the project will include the strengthening of national, regional, and local regulatory frameworks and adaptive capacities, the ecosystem approach to fisheries and aquaculture, fisheries adaptive co-management measures, integrated mangrove-fisheries and aquaculture systems, climate-resilient practices and techniques along the fisheries and aquaculture supply chains, and critical issues related to land and resource tenure affecting adaptive capacities.

Reporting Lines
 
Under the overall supervision and guidance of FAO Representative in Myanmar, direct supervision of project CTA, the technical guidance of the Lead Technical Officer, in close collaboration and consultation with Assistant FAOR (Programme), other international and national consultant, National Project Coordinators, governmental counterparts, implementation partners and the project’s other technical specialists.

Technical Focus

The M&E specialist will contribute actively to build the monitoring system of the project, stablishing the indicators and baselines and developing on enhancing related capacity of the national experts and project partners in all the aspects relevant to monitoring and evaluation as identified in the Project Document. He/she will reinforce project teams and counterparts’ capacities on M&E.

Tasks and responsibilities

• Finalise and complete the project base line in relation to the 4 project components
• Implement the project M&E system developed as well as to complete the implementation of the M&E drafted strategy to generate regular information related to progress and results achievement of the project.
• Make effective the use of data collection tools / templates for regular data collection/generation process.
• Work closely with project implementing teams for enhancing their capacity for proper data collection and reporting
• Create, update and maintain the project database.
• Prepare monitoring field visit plan and conduct monitoring visit as and when required.
• Contribute to design TOR, training materials, communication materials related to project M&E related activities
• Assure appropriated monitoring of relevant LOA’ s implementation and results achievements, incorporating this monitoring into the overall project system.
• Provide technical support and guidance to the National M&E and Communication experts on review and compile indicators data for developing monitoring reports, project progress reports, evaluation reports, etc
• Provide quality Assurance for level assessment reports, baseline studies and evaluation reports.
• Assist project team to prepare period reports of project through providing M&E related information.
• Liaise closely with the Project Communications Officer on collect and/or assist to collect case story, best practice documentation, lesson learnt, etc.
• Develop good practice and lessons learned for dissemination
• Provide technical support and guidance to the National Capacity Development expert on building M&E capacity among project partners and stakeholders.
• Advise / Improve on the National Climate monitoring system
• Contribute and support project evaluations as required

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
• Advanced university Degree in sociology, aquaculture, fisheries, agriculture, land/ environmental management, or related field.
• At least 10 years of relevant experience in one of the the above mentioned fields.
• Working knowledge of English, French or Spanish essential and limited knowledge of one of the other two or Arabic, Chinese, Russian

Selection Criteria

• Expertise in M&E (related with aquaculture and fisheries is desirable) in Myanmar or SE Asian countries.
• Experience engaging with diverse stakeholders, from land users to ministerial staff.
• Extent of relevant experience with internationally funded projects.
• Experience in international, geographically dispersed, and inter-disciplinary teams.
• Familiarity and experience with GEF-funded projects.
• Experience estimating and measuring climate-change mitigation (CCM) benefits for aquaculture and fisheries desirable
• Prior preparation and submission of written reports for an international developmental agency, a governmental department, or a major NGO
• Proficiency in MS Office.
• Willingness and ability to travel to remote, rural locations.

Additional Selection Criteria

• Relevant advanced degree (or significant working experience) specifically referred to monitoring and evaluation of programmes and projects
• Experience working with aquaculture farmers, fisheries, and relevant developmental approaches that emphasize their resilient livelihoods.
• Experience in Myanmar and/or SE Asian countries.
• Experience with UN agencies, especially FAO
