Context and background

The World Food Programme (WFP) is the United Nations frontline humanitarian agency addressing hunger and malnutrition worldwide. WFP tackles poverty and hunger through a range of interventions: saving lives and protecting livelihoods in emergencies; investing in the prevention and mitigation of disasters; restoring and rebuilding lives and livelihoods in post-conflict or post-disaster situation; and other interventions to tackle hunger. Each year, on average, WFP feeds more than 90 million people in over 80 countries.

Supply Chain Strategic Planning and the support to Health Sector

In the last few years, WFP has been investing considerable resources to enhance the end-to-end visibility of its Supply chain (SC) Operations. The Supply Chain Planning Unit (OSCP) has been leading this transformation bringing the best practices from private sector and academia on the areas of SC Planning, Visibility, and Optimization and applying it in concrete operations in the humanitarian context with evident gains to the organization.

Recognizing the experience of WFP in these areas, some Governments and Organizations in the Health Sector are approaching WFPs SC Chain Planning Unit with requests for technical assistance to support on some of the most complex Health Supply Chain operations in the world.  

Responsibilities

The Consultant will support existing SC Planning & Optimization Projects in particular the ones related to the assistance WFP is providing to the humanitarian health sector. Specific responsibilities include but are not limited to:

  • Support the overall development and application of SC Planning tools and methodologies.
  • Engage with humanitarian partners to explore how WFP’s expertise, experience and analytical solutions can be used to optimize their supply chains, with a strong focus on the Health sector
  • Support progress against project milestones to help ensure timely completion of project deliverables
  • Support preparation of operational supply chain management analyses for complex emergencies
  • Recommend system and/or process enhancements to further improve supply chain performance
  • Support conceptual and quantitative analyses of prioritized supply chain improvement projects
  • Work closely with the various WFP business units at both headquarters and field level

Minimum Qualifications

  • Master’s Degree or equivalent in Supply Chain, Engineering or Business Management.
  • Prior experience in SC related industry including business analysis, process mapping, data analytics, and development of SC optimization tools is preferred
  • Verbal and written fluency in English
  • Conversational level in French

Recommended Qualifications

  • Prior experience in Supply Chain related industry including business analysis, process mapping, data extraction and analysis, and development of SC optimization tools within global organizations
  • Prior experience working with governments, UN agencies, and/or NGOs
  • Prior experience working in or with the Health sector
  • Advanced use of Microsoft Excel and experience working with data visualization tools (e.g. Tableau)
  • Verbal and written fluency in French

  • Has good interpersonal and communication skills, with the ability to perform in a multi-functional and multi-cultural team
  • Has strong time management skills with the ability to plan ahead and anticipate requirements, problems, and obstacles
  • Can preserve focus and commitment to generate content on short notice, while maintaining a healthy work-life balance
  • Is committed and motivated to achieve the objectives of WFP

Location

The Consultant will be based in Rome, Italy, for the first 3-6 months, but after that needs to be available to be deployable to other Country Offices for a period that can go from 1 to 12 months

WFP offers a competitive compensation package which will be determined by the contract type and selected candidate’s qualifications and experience.
