Organizational Setting
The Land and Water Division (CBL) aims at enhancing the agricultural productivity and advancing the sustainable use of land and water resources through their improved tenure, management, development and conservation. It addresses the challenges member countries face in ensuring productive and efficient use of land and water resources in order to meet present and future demands for agricultural products, while ensuring the long-term sustainability of the land and water quantity and quality. It promotes equitable access to these natural resources with a view to enhancing productivity, livelihoods and ecosystem services. It provides assistance to member nations in developing policies, programmes, best practices and tools in the fields of irrigation and drainage, soil conservation, drought mitigation, water rights, access to natural resources, and improvement of land markets.
The Capacity Development Officer supports the “Integrated Monitoring initiative (GEMI)”which was established as an interagency initiative composed of FAO, UNEP, UNESCO, UN-Habitat, UNICEF, WHO and WMO, operating under the UN-Water umbrella, to monitor several targets of “ensure availability and sustainable management of water and sanitation for all” (Sustainable Development Goal-SDG 6).


Reporting Lines
The Capacity Development Officer reports to the Project Coordinator of the GEMI project.

Technical Focus
Support the capacity development component of the GEMI project for the monitoring of SDG 6.

Key Results
Collection and analysis of information, data and statistics and project/meeting services to support programme projects, products and services.
Key Functions
• Collects and analyses relevant technical, social, economic, environmental, institutional and technology related information, data and/or statistics to support the delivery of programme projects, products and services;
• Undertakes analysis, provides technical input for plans and reports and edits/revises technical/scientific documents;
• Participates in the development of improved work methods, tools and systems;
• Updates databases and web pages;
• Participates in multidisciplinary project/work teams;
• Collaborates in the development of training tools and materials and the organization of workshops/seminars etc.;
• Participates in the organization, conduct and follow-up of meetings, consultations and conferences, the development/production of required materials and the provision of information and assistance to partners.
Specific Functions
• Supports the coordination of the capacity development component of the GEMI project , defining country-tailored approaches and identifying the appropriate partners at country and regional level;
• Establishes and maintains a network of national focal points, in collaboration with FAO's Global Information System on Water and Agriculture (AQUASTAT), in order to facilitate and streamline the capacity development activity in each country;
• Organizes and supports the preparation of a toolbox for the capacity development and outreach activity, including audiovisual material, written papers and leaflets, web-based tools, in coordination with the relevant FAO units;
• Identifies and coordinates the dissemination of the project's outputs through various channels, including press and social media, in accordance with the relevant rules of FAO;
• Participates on multidisciplinary teams, and/or collaborates with other departments and agencies on work groups and committees;
• Supports technical backstopping to ensure the quality/effectiveness of capacity development activities within member countries.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
• Advanced university degree in communication, social sciences, political sciences, natural resources, environment or any field relevant to the mandate of FAO;
• Three years of relevant experience in capacity development, training and institutional development in water resources/ecosystem assessment and management as well as related agricultural and environmental activities;
• Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian.

Technical/Functional Skills
• Work experience in more than one location or area of work, particularly in field positions is desirable;
• Extent and relevance of experience in projects and programmes related to the collection of water data and information;
• Familiarity with the SDG monitoring framework, including specifically the set of indicators of SDG 6;
• Extent and relevance of knowledge of the UN-Water coordination mechanisms and its relation with FAO;
• Demonstrated results-based management capabilities with an ability to support programmes efficiently under shifting priorities;
• Extent and relevance of experience in organizing international meetings, workshop and training courses, including distance learning.
