Brief description of WFP in Uganda

WFP delivers food assistance in emergencies and work with communities to improve nutrition and build resilience. WFP provides life-saving food assistance and livelihood opportunities to refugees in Uganda. In addition, WFP assists the most vulnerable people in Karamoja with food and nutrition assistance. Finally, WFP works with smallholder farmers and links them to markets.

As Uganda strives to achieve Zero Hunger by 2030 and become a middle-income country by 2040, WFP is also assessing its relevance and repositioning its role in Uganda.

ARE YOU UP TO THE CHALLENGE?

We are seeking a qualified individual for the position of  Monitoring and Evaluation Officer, SC8 to be based in Mbarara. Selected candidate will be employed on Service Contract.

ORGANIZATIONAL CONTEXT

These jobs are found primarily in Country and Field Offices and report to the  Head of Programme or the designate, and operate under technical guidance from Performance Management & Monitoring Division and Office of Evaluation. Job holders are likely to be part of a team where senior support is readily available and may supervise a small number of junior staff to ensure that activities and project objectives are achieved in full.

JOB PURPOSE

The staff will be charged with providing technical support on M&E to all Satellite Offices under the Area Office and any other in case need arises.  

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Provide technical inputs to the annual work planning processes, ensuring coordination with the recommended timelines and guidelines from Country Office.
  2. Support planning and implementation of monitoring activities on effectiveness of all program interventions (e.g. beneficiary needs and status, food security status, programme modalities, implementation challenges, etc.).
  3. Produce frequent monitoring and evaluation progress reports with status of results and implementation of improvements and follow up for corrective actions in programmes.
  4. Work in close collaboration with internal counterparts and external partners to strengthen the quality and consistency of monitoring and evaluation activities in the field.
  5. Support identification of monitoring, review and evaluation needs during programmes/project planning and implementation.
  6. Support training of WFP and partner staff in appropriate monitoring and evaluation techniques to build capacity of staff and lead the Field Office demonstration of results

STANDARD MINIMUM QUALIFICATIONS

  • Advanced University degree in Monitoring and Evaluation, Sociology, Social Development, Development Economics or Performance Management or another relevant field.
  • Minimum of 4 years of professional experience in the field of monitoring, evaluation and reporting;
  • Has research experience using variety of analytical tools and methods for causality analysis, forecasting, and other data modeling needs.
  • Experience in performing monitoring, evaluations and assessments at multiple field locations.
  • Sound knowledge of regional local dialects is very desirable
