The Danish Refugee Council (DRC) is an international humanitarian organization founded in Denmark in 1956. DRC implements relief and development activities in more than 30 countries throughout the world, assisting more than 1.5 million people of different ethnicities and religions. DRC is a non-governmental, non-political and non-religious organization – and in DRC, people’s right to a life with dignity takes precedence over politics and principles.

DRC has been operating in Myanmar since May 2009 and in Rakhine State since 2010, responding to the humanitarian needs in the aftermath of the Cyclone Giri. DRC has recently expanded its programme providing shelter, WASH, NFIs, livelihood support and community assistance to the people affected by the June and October 2012 events in Rakhine State. DRC Myanmar in Rakhine State is funded by ECHO, SDC, DFAT, USAID and UN agencies, including UNHCR, UNICEF and UNFPA.

To strengthen DRC’s Programme in Rakhine State, DRC is looking for highly motivated and capable candidates to fill the position of

Protection Team Leader-Child Protection (1) Post

Duty Station        : Maruk Oo Office, Rakhine State

Report to              : Project Manager-Child Protection

Overall purpose of the role:

  • Supervise members in team
  • Deliver technical support and guidance to team
  • Ensure the quality of the planning, implementation and follow up of all technical aspects of the child protection activities being implemented by DRC
  • Develop and maintain good relations with the persons of concern, relevant stakeholders and other humanitarian actors, to support adequate implementation and coordination of DRC’s sector activities

Sector responsibilities: Advocacy for the rights of children in their context of displacement, child protection case management, child protection rights monitoring, and mobile child friendly space activities, including recreational and awareness raising activities. 


Geographic scope: Area (Rakhine – Mrauk U and Kyauktaw)

This role has an area focus and ensures compliance to DRC procedures and guidelines within the area. The role contributes to the development of area strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to base operations.

Responsibilities:

Management

  • Lead and manage the team (including people planning, performance, well-being and development)
  • Ensure effective planning and quality implementation of the child protection activities
  • Ensure daily monitoring of program activities
  • Asses the daily quality of staff performance and implementation of programming
  • Provide technical support and inputs towards child protection programming – including case management, child protection monitoring, and child friendly space activities 
Reporting. 
Programming & Operations
  • Ensure efficient and effective program implementation while following the budget and work plan
  • Participate in preparing monthly/quarterly/annual highlights/reports and proposals and budgets for donors
  • Lead the team in carrying out monitoring and evaluation exercises in coordination with the MEAL team 

Coordination and representation
  • Collaborate with relevant internal and external technical experts on child protection relevant issues
  • Represent DRC at child protection sub sector meetings and other relevant technical coordination meetings
  • Ensure integration with other DRC sectors, particularly protection, GBV, and livelihoods 
  Project development
  • Develop project plans and budgets for funding, in coordination with the Child Protection PM
  • Develop projects tools, with input from the Child Protection PM and Protection Manager
  • Project implementation and reporting
  • Monitor and evaluate projects, in coordination with the MEAL team 
  Logistics/Finance
  • Support the monitoring of financial commitments and expenditures against budgets and provide timely feedback on budget follow-up
  • Plan and coordinate proactively logistics and movements of staff from and to different operational areas
  • Initiate procurements and ensure their execution
  • Ensure distribution plans are prepared and shared with logistics in a timely manner

    As Team Leader the post-holder is responsible for the following:

  • Accountable for people management of employees, usually working in the same area of work
  • Accountable for ensuring that agreed work plans and tasks set by the next-level up Manager are implemented on time
  • Initiating the hiring and firing of employees and conducting performance appraisals are permitted at this level, but are closely overseen by the next-level manager.
  • Any other duties relating to the nature of the job as requested by the Manager

 

Experience and technical competencies: (include years of experience)

  • Minimum 3 years of management experience at a mid to senior level, preferably with experience in the field of humanitarian response and refugee protection working for an international NGO, UN agency, relevant ministry, or local authority.
  • Minimum 3 years of practical experience in sector area working for an INGO
  • Proven management skills and a competence in people management
  • Commitment to learning and implementing organizational policies and procedures.
  • Excellent skill in MS Word, Excel, and PowerPoint
  • Field experience

  • Undergraduate degree in social work, humanitarian work, international development, or other relevant field desirable

Languages:

  • Full professional proficiency in English and Myanmar
  • Other local languages considered an asset
