DRC has been operational in South Sudan since 2005, working with the overall aim of achieving durable solutions for displaced populations. The Danish Demining Group (DDG) started Humanitarian Mine Action in 2006. 
 
The main Programme objectives (2018-2020) are: 
1. To save lives and alleviate suffering among displaced people and their hosts 
2. To reduce displacement related risks and support and facilitate solutions 
3. To promote peaceful, inclusive and resilient societies and address root causes to displacement 
 
DRC operates across Upper Nile and Unity States, both of which are heavily affected by conflict and have high numbers of IDPs and refugees in need of humanitarian assistance. DRC has operational bases in Maban, Bentiu, Malakal, Aburoc, Leer and Ajuntoc supported by a country-office in Juba. 
 
Overall purpose of the role:  
The recent shift in operational humanitarian and political environment in South Sudan, has seen an increase in solutions discussion and programming. With the signing of the peace agreement in September 2018, and the need to support people affected by conflict to achieve a durable solution to their displacement, DRC identified a need to coordinate discussions and initiatives around solutions at national and sub-national levels, according to international guidance and standards. A lack of evidence about how many people are currently on the move and for what reasons they are returning or relocating remains an obstacle to fully understanding and responding to the dynamics. Therefore, DRC South Sudan is looking to hire a solutions coordinator who can lead discussions, develop contextualized guidance following international standards, and coordinate and advocate for principled solutions with relevant stakeholders. Tentatively, the position will be divided (50/50) between supporting DRC South Sudan with Solutions advocacy, programming and technical guidance, as well as supporting the National Advisory Group on Solutions as the co-chair. 
 
Responsibilities: 
To achieve the objectives of the position, the Solutions Coordinator will perform the following tasks and undertake the following responsibilities: 
 
Technical Guidance  
  • Develop technical guidance documents on solutions, in coordination with the solutions working groups, the national advisory group on solutions and the DRC programme department.  
  • Support the development and implementation of a solutions framework in Upper Nile and Unity States, ensuring tools and methodologies are provided to the field teams and state-level solutions working groups, to conduct assessments in areas of return, support intention surveys, assess options for solutions for displacement affected populations, support post-return monitoring efforts, etc.  
  • Review and finalize reports and assessments on returns, (re-)integration, relocation, and other possible solutions, drafted by DRC teams  
  • Provide technical guidance on site and remotely to DRC field teams and solutions working groups on solutions.  
  • Develop standard operation procedures (SOP) and associated training tools, to train DRC Juba and field teams and solutions working groups on the IASC Framework on Durable Solutions, principles, DRC guidance, different types of solutions based on context, and provide practical guidance and support to the teams to ensure solutions are implemented in a safe, dignified, voluntary and informed manner.  
  • Provide technical guidance on solutions to senior management, and provide situations briefings and contextual overviews when relevant and requested  
  • Strengthen DRC’s overall context analysis on solutions, including age, gender, diversity and conflict-sensitivity analysis 
  • Engage with protection coordinator and protection managers and DDG to ensure do no harm principle and conflict-sensitivity are considered in all reports, analyses, and assessments.  
 
Coordination and Representation 
  • Tentatively, act as co-chair of the National Advisory Group on Solutions; organize meetings, set meeting agendas, facilitate discussions, take meeting notes, follow up on action point, etc.  
  • Take lead in discussions around solutions and returns in different coordination fora, such as the Protection Cluster, the ICWG, the NAWG, and other relevant coordination bodies  
  • Present information on contextual returns analysis conducted by field teams to bodies at national level, and produce protection-centered tools for information gathering.  
  • Coordinate closely with all department managers and coordinator, including protection, CCCM, FSL, NFI/shelter, and mobile teams (internal coordination)  
  • Coordinate bilaterally with partners working on solutions, sharing developed tools and strategies, and seeking input to ensure a standardized approach to solutions across sectors and actors.  
 
Advocacy  
  • Act as a solutions advocate, with the aim of ensuring solutions working groups adopt a principled approach to solutions 
  • Advocate for solutions (particularly returns) to be safe, voluntary, dignified and informed 
  • Draft briefing notes and position papers on Solutions in South Sudan context  
  • Advocate with partners to adopt a standardized approach to solutions response and programming, using a common framework  
  • Draft DRC strategy on solutions for internal and external guidance and advocacy, taking into account recent research on solutions, evidence from field locations, recommended programmatic areas of intervention (including FSL, Protection, CCCM, Shelter/NFI, Mine action, etc). This strategy should include an associated workplan with key milestones and deliverables, and associated tools for implementation.

Experience and technical competencies  
 
Essential:  
He /She should hold a Master’s degree in law, international cooperation, social sciences or social work  
He/she should have a Strong understanding of the South Sudan historical, political, cultural and humanitarian context  
He / She should have Experience with implementation of the IASC Framework on Durable Solutions for IDPs in a humanitarian and volatile context  
He/ She should have Higher level of diplomatic, access negotiation, and coordination skills are essential, both for internal coordination and for working with key stakeholders 
He/ She should have Strong solutions and humanitarian coordination experience  
He/ She should be Experienced in conducting large scale humanitarian needs assessments and research  
He / She should possess Protection and conflict-sensitivity skills  
He / she should possess Ability to mentor and build capacity of humanitarian staff on durable solutions Pragmatic, realistic, and protection lens 
He / She should have Strong capacity to work autonomously and engage with a multitude of stakeholders, including authorities, UN Agencies, NGOs, Affected populations  
He / she should Demonstrated experience in evidence-based programming and technical support; 
He / she should have Ability to respond to multiple priorities in a timely manner, producing high-quality outcomes; 
He / she should have a Strong commitment to DRC vision, mission, and core values; 
He / she should have a Willingness and ability to travel to DRC field locations (and potentially other locations, based on needs)  
 
Desirable qualifications  
Consistently approaches work with energy and a positive, constructive attitude;  
A keen understanding of political complexities in the South Sudan context;  
Self-motivated and able to work with a minimum of guidance and supervision; 
Experience working in security-sensitive environments and enforcement of team security protocols is an asset. 
 
 
Conditions  
 
Availability: 1st July 2019  
   
Duty station: Juba – South Sudan    
 
Reporting: The position reports to Head of Programmes   
 
Duration: Until 31st December 2019 possibility of extension, subject to performance and funding.   
 
Contract: Salary and other conditions are offered in accordance with DRC’s Terms of Employment for international staff, under Employment Band Non-Manger G or competitive salary and conditions as per national staff terms of employment, in the respective country.
