Organizational Setting
The Agricultural Development Economics Division (ESA) conducts economic research and policy analysis related to all five of the Organization's strategic objectives (food security and nutrition, sustainable agriculture, poverty reduction, inclusive food systems and resilient livelihoods). ESA provides evidence-based analytical support to national, regional and global policy processes and initiatives related to food security and nutrition and sustainable agriculture; and leads the production of two FAO flagship publications\: The State of Food and Agriculture and The State of Food Security and Nutrition in the World. ESA also leads large programmes at country level on agricultural and food policy monitoring, climate smart agriculture (CSA), poverty, and food security information and analysis in support of national policies.

The Economist will work within the Food Security Analysis and Policies team to provide evidence-based inputs on resilience programming and impact evaluation. The implementation of RIMA (Resilience Index Measurement and Analysis) is a key part of the team's mandate.


Reporting Lines
The Economist reports to the Economist (Resilience Measurement) under the overall guidance of the ESA Director.

Technical Focus
Econometric and economic analysis on a range of emerging topics related to agriculture, food systems and value chains, food security, climate change, trade and markets, as well as poverty, vulnerability and resilience, the associated policies, and programmes. Provision of support to related policy advice and decision making processes.

Key Results
Collection, analysis and review of information, data and statistics, and project/meeting services to support programme products, projects, publications, and services.

Key Functions
• Collects, reviews/cross checks and/or analyses relevant agricultural, economic, trade, market, social, environmental, nutrition/food composition and/or gender related data, statistics and information to support delivery of programme projects, products, publications and services;
• Undertakes analysis, provides technical input for plans and reports and edits/revises technical documents and/or publications;
• Participates in the development of improved tools and methodologies;
• Updates databases and web pages;
• Participates in multidisciplinary project/work teams;
• Participates in the development of training materials and the organization of workshops/seminars;
• Participates in the organization, conduct and follow-up of meetings, consultations and conferences, the development/production of required materials and the provision of information and assistance to partners.

Specific Functions
• Contributes to the identification of appropriate tools and methodologies, the data collection, analysis and preparation of resilience reports for countries or regions;
• Provides technical support and monitors the quality standard for the resilience analysis reports produced by the FAO country offices within the Resilience Measurement Unit (RMU);
• Contributes to the development of technical products such as reports/working papers and participates to the dissemination of the results;
• Contributes to the development of various partnerships with institutions and organizations to improve the overall quality of analysis and ensure relevance and adoption of the methodologies and analysis to guide policy and decision making processes;
• Develops guidance notes for the application of resilience measurement analysis and develops material for and conduct tailored training targeting national institutions such as bureaus of statistics and various departments within relevant ministries (e.g. statistic department of ministry of agriculture, bureau of planning), as well as FAO and partner offices (UN and NGOs);
• Assists with the contextualization of the resilience tools to specific regions and contexts in light of emerging issues.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
• Advanced university degree in econometrics, applied economics, economics, agricultural economics, development economics, natural resource economics, environmental studies or a closely related field;
• Three years of relevant experience in economic and quantitative analysis of food and agricultural issues;
• Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian.

Technical/Functional Skills
• Work experience in more than one location or area of work, particularly in field positions is desirable;
• Extent and relevance of experience in collecting and analysing technical information and data;

• Understanding of FAO policies and programmes is considered a strong asset;
• Extent and relevance of experience in the preparation, editing and revision of technical/scientific documents and in organizing and conducting meetings and workshops to varied audiences;
• Extent and relevance of experience in formulating and implementing analytical and policy documents.
