Special Notice:

A Short-Term Appointment is used to recruit staff to meet short-term needs. The duration of this assignment is provided above. The maximum duration of a short-term appointment including extensions shall not exceed 12 months.

A Short-Term Appointment does not carry any expectancy, legal or otherwise, of renewal and shall not be converted to any other type of appointment.

Due to the short-term nature of the assignment, the ICC reserves the right to make an appointment at one grade lower than that stated in the vacancy with a modified job description.

A current ICC staff member who is holding a fixed-term appointment may apply for any short-term position. Where a current ICC staff member is selected to a short-term position, he or she will be temporarily assigned to the position in line with section 4.10 of ICC/AI/2016/001. GS-level posts are subject to local recruitment only.

The terms and conditions of service for staff members appointed under a short-term appointment are governed by ICC/AI/2016/001.

Organisational Context

The investigation teams are comprised of investigators and analysts from the Investigation Division (ID) and work in the context of the integrated teams of the Office of the Prosecutor (OTP), who are responsible for the investigation and prosecution of the different cases. The investigative teams are in charge, amongst others, of the following functions:
 

  • Developing and updating the investigation and analysis plans within the integrated teams;
  • Executing the investigation and analysis plans in an impartial, objective, safe, efficient and cost-effective manner;
  • Management of external sources;
  • Supporting the prosecution activities of the integrated team.

 
Duties and Responsibilities
Under the overall management of the Director of the Investigation Division, the supervision of the Investigations Coordinator and the direct supervision of the Investigation Team Leader, the incumbent is expected to provide support to the investigation team, in an auxiliary capacity, on the following activities:

 

  • Collect, review and handle of information and evidence in accordance with ICC legal framework and relevant OTP standard operating procedures and guidelines;
  • Assist investigators in identifying the required investigative activities and opportunities, such as relevant leads;
  • Preparation of field mission activities and, when necessary, participate in field missions;
  • Participate in interviews with victims, witnesses and suspects;
  • Conduct open-source searches in a secure and trusted manner, following internal agreed proceedings;
  • Manage contacts with external persons including victims, witnesses and intermediaries;
  • Assist in the development of a support network to further the investigations, including contacts with governmental and non-governmental organisations, civil society groups, relevant diaspora groups, media and other country/regional networks;
  • Contribute, when required, to the process of disclosure of information and evidence in the judicial proceedings;
  • Testify before the Chamber, when required;
  • Perform other duties as required.

   
Essential Qualifications
Education:

  • An advanced University degree, preferably in Law, Criminology, Political Sciences, International Relations, Psychology, History, or Journalism and other related fields;
  • A first ­level university degree, in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree;
  • A diploma in criminal investigation from a law enforcement academy and/or relevant training in crime investigation techniques combined with six years of relevant experience may be considered in lieu of a university degree.


Experience:

  • At least two years of professional experience in the context of criminal investigations, investigations of serious human rights violations or investigative analysis. No experience required with advanced university degree.


Knowledge, skills and abilities:

  • Understanding of investigation techniques and procedures;
  • Ability to conduct research, organize, synthesize and analyse information;
  • Ability to assess information critically, cross-check multiple sources and draft reports;
  • Good communication skills;
  • Ability to work effectively within the context of a team;
  • Ability to properly manage confidential information and to comply with high level confidentiality requirements;
  • Good problem-solving skills and ability adapt to a changing environment and circumstances and for creative thinking when dealing with complex and unforeseen situations;

Knowledge of Languages:

  • Proficiency in one of the working languages of the Court, English or French is required;
  • Working knowledge of the other is considered a strong asset;
  • Fluency in Russian is essential;
  • Knowledge of another official language of the Court, (Arabic, Chinese, or Spanish) would be considered an asset.

NOTE:

Successful applicant(s) will be required to demonstrate flexibility and adaptability. ICC investigators are expected to undertake repeated and sometimes lengthy deployments to conflict or post-conflict environments, while they can also expect to spend extensive time periods working at the Duty Station, all dependent on the nature and phase of the investigation.
