Technical Consultant, GGPA

The objective of this assignment is (1) to support the revision of the GGPA methodology and (2) to support conducting assessments in several countries.

First, the objective of revising the methodology is to improve the conceptual framework and the analytical soundness of the assessment. This includes three elements:

  • The quantitative analysis has been extended to more than 150 indicators to measure different aspects relevant to green growth. Additional work on refining some of the indicators is required.
  • The team reviewed the consultation process, including the structure and design of the consultation workshop. Templates have been developed for a number of documents, but the work on designing smart templates in PowerPoint and Excel remains unfinished.
  • The team aims to draft a report detailing the revised methodology. Support will be needed in the form of literature review, design of graphs and tables, and preparation of the report’s annexes.

Second, in the second half of 2019, the team will be involved in several country assessments, potentially including Jordan, Mexico, and Sri Lanka. In this context, the purpose of the assignment will be to support the team with data gathering from secondary sources and literature review.

As part of the GGPA team, the Technical Consultant will directly take part in the methodology review as well as support conducting assessments in several countries. Her/his main task will consist of four elements in line with the objectives described above:

  1. Conducting literature review and online research to identify relevant indicators for the quantitative assessment. In this context, the technical consultant will also be asked to support the work on compiling definitions and include additional indicators into the existing database.
  2. Support the development of “smart” templates in PowerPoint and Excel. This work will involve programming in VBA. The exact scope of this task will be defined depending on the candidate’s skills and interests.
  3. Conducting literature review on specific aspects to be covered in the methodology report, such as methodological aspects on compiling indices, weighting techniques in the context of multi-criteria decision-making, background information on individual indicators, macro-economic theory, etc. It might also include a systematic review of country assessments conducted by other organizations and identification of relevant aspects for GGGI country assessments.
  4. As part of a country assessment, the GGPA evaluates a country’s performance based on over 150 comparative indicators covering economic, environmental and social dimensions of green growth. In the context of a country assessment, the Technical Consultant’s primary task will be to corroborate and add to the results from this generic data analysis from primary and secondary data sources. He/she will support the GGPA team in identifying data gaps, incorrect data, and relevant alternative information. For that purpose, extensive literature review will be required.

 

Qualifications/Experience/Expertise

  • Bachelor’s degree or currently enrolled in a bachelor’s or master’s program in economics, statistics, or a related field.
  • Track record in collecting, compiling, visualizing, and analyzing national level statistics and data.
  • Experience in interpreting data (comparability of different sources, trends, inconsistencies, etc.) and putting individual quantitative indicators in the context of a larger analysis.
  • Good Excel skills and ability for programming in VBA are a must.
  • Knowledge of topics related to sustainable development (energy, transport, industry, etc.).
  • Good level of English (verbal and written).
  • Interest in graphic and website design is an asset.
