Organizational Setting

FAO Bangladesh assists the Government to formulate policies, programmes and projects to address the root causes of hunger and malnutrition, develop the agricultural, fisheries and forestry sectors, and utilize environmental and natural resources in a sustainable way. It contributes to the development of FAO’s field programme projects in the country and implements them in the sectors of food security, agriculture and rural development.

The Technical Cooperation Programme (TCP) project of FAO to Establish Solar Energy Based e-Pest Surveillance System (TCP/BGD/3701) will\:
• involve machine learning based on detection and recognition of plant disease and insect pests providing clues to identify and treat the plant disease and insect pests at early stages;
• process recognition methods looking for fast, automatic, less expensive and accurate method to detect plant disease and insect pest cases, which is of great realistic significance;
• use method of data acquisition and transmission would use several kinds of sensors to collect, analyze, transmit and manage the whole data related to plant diseases and insect pests;

Reporting Lines

The national consultant will be under the overall managerial, administrative leadership and supervision of the FAO Representative in Bangladesh and direct supervision of the Assistant FAO Representative (Programme) and close collaboration with the Government counterpart as well as other project staff in the various project in FAO Bangladesh.

Technical Focus

Support the development and implementation of a e-surveillance pest management system for faster and accurate monitoring of pest diseases and pest using the solar energy.

Tasks and responsibilities

1) Review of the national systems, with special consideration given to pest surveillance systems, pest/commodity data, information networking.
2) Customization of solar-based digital traps and sensors in consultation with insects and disease experts to identify the appropriate lights for the different insects, pest and diseases.
3) Customize software to retrieve data from traps and sensors and store in the cloud, analyze, filtering data and mapping of insects and diseases.
4) Development of a hardware platform by having physical connectivity from the field to the cloud via farmers of end users.
5) Establish a printed circuit board and mould integrated system (sensors, traps and solar system)
6) Customization of the disease and insect pests in the following areas,

 -Related data query sub-systems;
 -Information management sub-system;
 -Mapping sub-system;
 -Density measurement sub-system, data analysis & database;
 -In close collaboration with the Surveillance Specialists, develop appropriate databases for managing ongoing surveillance data.
7) Design/ develop appropriate electronic pest databases and a database management system to facilitate sound decision-making.
8) Prepare a joint technical report at the end of each mission

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

- Advanced University Degree, preferably PhD. in Computer Science, Information Technology and understanding of cloud computing and database construction with experience in pest management information systems is an added advantage.
- Five years of relevant experience in transboundary plant-disease management in developing countries.
- Excellent knowledge of English is essential and well computer literate.
- National of Bangladesh or resident in the country
