Organizational Setting

FAO’s Office of Support to Decentralization (OSD) provides programmatic and operational guidance and support to the Organization’s network of Decentralized Offices, serving as their advocate at headquarters. OSD assists in the development of policies, standards and procedures to facilitate FAO’s effective performance at country, subregional and regional levels. Through its liaison role, it ensures coordination and knowledge and information exchange between Decentralized Offices and headquarters, and among Decentralized offices within and across regions.

Purpose of Call for Expression of Interest

The purpose of this Call is to identify suitably qualified and experienced consultants and/or PSA subscribers to populate a roster for the following profiles\:
• Programme Specialist (Monitoring and reporting)
• Programme Specialist (Business Operations Strategies)
Candidates may be involved in more than one orientation and may be invited to undertake short-term assignments ranging in duration from a few days or weeks to a maximum of 11 months.

Reporting Lines
The Consultants/PSAs selected may report to various OSD Programme Officers depending on the specific tasks during the assignment.

Technical Focus
Relating to FAO’s decentralized office network and OSD’s support and oversight functions, depending on the specific Consultant/PSA profile, the technical focus includes but is not limited to\:
• Collection, monitoring, analysis, re-versioning and dissemination of data and information concerning FAO policies and programmes and administrative procedures;
• Planning, conceptualizing and implementing mechanisms to support the application of good practices and improved processes in the decentralized offices with a focus on internal controls, innovation and harmonized business approaches;
• Experience related to decentralization, field work, the functioning of the United Nations system and in particular FAO’s structure, policies and procedures related to decentralized activities;

Tasks and responsibilities
Following are the generic functions for which candidates are sought. Specific tasks and responsibilities will be defined in Terms of Reference prepared for different assignments, according to\: i) the profile orientation required; and ii) the selected candidates’ experience, qualifications and expertise.
Profile and orientations
Programme Specialist Monitoring and Reporting
i) Reporting ii) Data and Information research and analysis; iii) Capacity building; iv) Knowledge management;

• Contribute to and support the planning, design/development, implementation and sharing of data and information management tools and reporting products, including the production, monitoring and updating of key management indicators, to support and raise the visibility of FAO’s work at the decentralized level, assure alignment with corporate priorities and respond to senior management requirements;
• Respond to field requests for system access and provide basic support regarding available tools, and training, as appropriate;
• Support the preparation, analysis and review of reports and other related analytical products to summarize key findings and recommendations regarding the decentralized offices for the attention of Senior Management;
• Support the review of policies, MoUs, Host Country Agreements and other relevant information;
• Support the development of the Country Annual Report and Regional Synthesis Report guidelines, and ensure their relevant adjustments in view of changing FAO corporate policies and ongoing UN Development system repositioning;
• Provide continued training and support to Decentralized Offices in the preparation of the Country Annual Reports, monitor their submission and follow up with Regional Offices as necessary. Analyse the Regional Synthesis Reports and support the drafting of the Global Synthesis Report. Follow up with corresponding divisions in Headquarters and the field to improve efficiencies and results, reduce duplications for the Country Offices and identify good practices to share;
• Support the improvement of online tools for country office monitoring and analysis;
• Perform other duties as required.

Programme Specialist Business Operations Strategies

• Support the review and analysis of benefits achieved through Business Operation Strategies in Decentralized Offices;
• Support the development and use of tools that can track the cost/benefits related to the participation in shared premises and common back-office services;
• Support the preparation of reports on lessons learned and other initiatives occurring in Decentralized Offices, with the support of relevant Headquarters units;
• Support relevant Headquarters units in quantifying client satisfaction levels and on operationalizing business operations strategies;
• Support the responsible Programme Officer(s) in liaising and communicating with staff throughout the Organization and especially in Regional Offices and Country Offices regarding UN Reform issues and Business Operating Strategies;
• Draft messages and other communication including summary analysis of the status of implementation of BOS. Review, analyse and propose suggestions, participate in report preparation;
• Contributes to OSD’s work in improving procedures and/or policies, specifically with how they relate to and identify improve awareness of the UN Reform;
• Perform other related duties as required.






CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

Depending on the Profile and orientation\:

• Advanced university degree (for COF,REG) or university degree (for PSA.SBS) in a discipline relevant to the duties listed or otherwise related to FAO’s Programme of Work, including technical fields discipline, which may include technical fields related to FAO’s Programme of Work.
• One year (Category C consultant/PSA) or five years (Category B consultant/PSA) of experience relevant to the Profile and orientation(s) sought or in areas related to FAO’s technical work.
• For consultants, excellent working knowledge of English and working knowledge of French or Spanish (level B). Knowledge of Arabic, Chinese or Russian will be considered an asset. For PSAs, excellent working knowledge of English. Specifically for the Monitoring and Reporting Specialist, working knowledge of Spanish is an asset

Selection Criteria

Dependent on the orientation(s)\:

• Relevant experience in supporting planning and implementation/production of reporting, knowledge and information management processes and products;
• Familiarity with agricultural and food security issues and development/humanitarian contexts, as well as an understanding of FAO’s policies and programmes will be considered an asset;
• Experience in collecting, analysing and re-presenting complex concepts and in treating sensitive topics for high-level audiences, while maintaining accuracy and adhering to strict and multiple deadlines;
• Excellent drafting and editorial skills in English. Excellent drafting and editorial skills in French or Spanish will be considered an asset;
• Experience in promoting good practices and knowledge exchange, and in developing training and capacity-building resources and events;
• Experience in working with databases, information and content management applications and other tools, and in supporting their development, testing and implementation, including provision of user training and support;
• Experience in the design, development and coordination of reporting and other information products in different languages, including use of web-based and other appropriate tools.
