Overall purpose of the role: The Protection Manager ensures the effective day to day planning, implementation, and monitoring and evaluation of DRC’s protection activities in the assigned locations. The Protection Manager will ensure technical and operational management of DRC’s Child Protection, Protection Monitoring, Case Management and Protection Mainstreaming in both quality and delivery, in line with the agreed projects, ensuring the protection context is well understood and the programme adapted to ensure mitigation of risks and response to protection concerns. The Protection Manager will play a pivotal role in capacity building and mentoring protection staff on protection standards, tools, approaches, and communicating effectively with affected populations. Further the Protection Manager will contribute to the development of proposals and budgets where protection programming is concerned and engage with other protection actors within the protection sector to ensure effective coordination and collaboration externally and internally with DRC’s CCCM, Mixed Migration, RRM, FSL, Humanitarian Mine Action and WaSH programming. 
 

Responsibilities: (in bullet points)

 

General Management

  • Overall day to day management of DRC’s Child protection, Protection Monitoring, Case management and Protection Mainstreaming projects, and direct manager roving specialized Protection Officers (PSS, legal counselling, information management and analysis and capacity building). This includes coaching, ensuring co-ordination between staff, in various geographical areas, recruiting, and developing staff capacity.
  • Ensure the required resources are allocated timely and effectively for DRC protection operations through the development of workplans, budget forecasts and ensuring a close follow-up of their implementation with the Team Leaders. This will be undertaken in close cooperation with relevant departments such as Logistics, Finance-Administration, Human Resources and Safety Staff, as well as any other sector involved in integrated programming.
  • Develop concrete initiatives to reduce protection risks and specific strategies to build upon assets within the population.
  • Assess protection needs and identify problems/gaps and propose/prioritize timely practical actions to respond to particular protection problems.
  • Ensure that ethical and sound data collection and information management systems are in place for appropriate analysis, planning, evaluation, and advocacy.
  • Lead analysis efforts from protection monitoring data collection.

Monitoring, Reporting, and Development:

  • Develop project monitoring tools.
  • Undertake quality control and site monitoring to ensure that services provided are according to international best practice standards.
  • Support implementation and ensure adherence to grant work plans, spending plans and monitoring and evaluation plans.
  • Prepare and maintain/update detailed project specific work plan(s) to ensure that stated goals and objectives are met within the overall grant timeline and budget
  • Provide direction and monitor staff in their implementation of the work plan and quality of technical activities, share relevant information and direction to improve quality and achieve timelines
  • Ensure all monitoring activities are fully documented, including systematic and timely data collection as required under the grant and for DRC M&E purposes
  • Monitor financial spending and budgets for all protection projects in the areas of his/her responsibility
  • Write donor and management reports on protection projects.
  • Ensure that the design and implementation of protection activities address protection needs of refugees, IDPs and other vulnerable populations within DRC’s mandate, and contribute to the development of relevant durable solutions.
  • Work closely with the country programme and grants teams to develop quality proposals, concept notes, and budgets after request.
  • Contribute to protection mainstreaming in the areas of his/her responsibility

Team management:

  • Directly supervise protection team leaders and protection officers and indirectly the entire Protection team in the areas of his/her responsibility.
  • Conduct recruitment of technical staff as needed.
  • Set clear objectives for protection team and do timely performance evaluations.
  • Develop staff capacities on protection issues, participatory protection data collection and monitoring, and inclusion of vulnerable groups though training, mentoring and coaching.

Coordination and Representation:

  • Share relevant project information with stakeholders.
  • Participate in general protection coordination meetings at sub-national level.
  • Coordinate with key stakeholders on the provision of protection services for beneficiaries and relevant contingency planning.
  • Ensure internal coordination and harmonization of DRC protection-related activities with DRC’s broader humanitarian response – including CCCM, RRM, Humanitarian Mine Action, WaSH and FSL
  • Work closely with other agencies to implement common protection standards in the areas of his/her responsibility and develop common strategies and responses.
  • Promote improved understanding of protection issues among all relevant stakeholders and ensure the observance of international protection and humanitarian law standards.

 

Experience and technical competencies: (include years of experience)

  • An excellent professional track record with a minimum of three years of work experience, with at least two years of experience in a protection/managerial role; technical knowledge and significant experience in working in emergency contexts
  • Excellent English writing ability and verbal skills for project proposals, reports, and communications
  • Excellent written and spoken Arabic skills
  • Protection Information Management (PIM) knowledge and experience, including understanding of conducting data collection exercises and analysing data
  • The selected candidate must have demonstrated ability to think strategically, prioritize, and meet deadlines; must be culturally sensitive.
  • Proven experience in capacity building and mentoring of staff
  • Previous experience in managing case management programming is preferred.
  • S/he must be able to plan and manage her/his own time effectively. The holder must exercise a strong work ethic and take responsibility for his/her own actions. High degree of flexibility with respect to working hours.
