Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) is a technical knowledge-based organization marching forward with policy dialogues and advocating for the eradication of hunger, food insecurity and malnutrition; the elimination of poverty and the driving forward of economic and social progress for all ; and, the sustainable management and utilization of natural resources, including land, water, air, climate and genetic resources for the benefit of present and future generations in the underdeveloped countries. This project -“Support for Modelling, Planning and Improving Dhaka’s Food System” - will seek to support the Government of Bangladesh at different levels to develop an appropriate food agenda for the Dhaka Metropolitan Area (DMA). On one hand it will build urban food planning capacity and skills, while on the other it will explore policy options to improve access to and the distribution of safe, healthy and nutritious food within the DMA, reduce urban food waste and encourage consumers at all levels of society to make more informed food choices. Strong engagement with both the private sector and civil society will be necessary to support the desired enabling policy and regulatory environment to assist the Government of Bangladesh achieve its obligations under the New Urban Agenda. The desired outcome for this project is to contribute to the development of a safe, sustainable and resilient food system for the DMA through an iterative action learning approach.

Reporting Lines

Under the overall supervision of the FAO Representative in Bangladesh and direct supervision of the Chief Technical Adviser (CTA) close liaison with the LTO the incumbent will support the implementation of project activities.

Tasks and responsibilities

• Advise and support the CTA on annual work plans, budgets and the implementation of the project in collaboration with the technical assistance team
• Liaise with counterparts and senior officials of the Ministry of Local Government, Rural Development and Co-operatives aim to maximize Government engagement and ownership of project issues, delivery of outputs and their sustainability
• Develop and maintain strong relationships and communications with key representatives of Dhaka North City Corporation; Dhaka South City Corporation; Gazipur City corporation; and Narayangonj City Corporation for timely and accurate implementation of project activities and achievement of targeted outputs
• Prepare briefings for meetings of the Project Steering Committee, Project Implementation Committee etc and ensure regular progress reporting in standard formats to the Government as required
• Communicate the desired aims and objectives of the project to key representatives of the food industry, consumer organizations, academia and research institutes and development agencies with the view to engendering their support at an appropriate level of seniority and their subsequent engagement in the project on either the Consultative Group for Urban Food Systems Strategies (CGUFSS) or Thematic Working Groups (TWGs) as appropriate
• In close collaboration with national institutions involved in the project activities, support meetings, consultations and workshops including the CGUFSS to share information and knowledge and build consensus towards a common food agenda
• Coordinate and ensured flow of information generated by the programme technical assistance team to MoLGRDC and the four City Corporations and ensure timely endorsement of all technical documents by the Steering Committee
• Support the communications officer with the timely release of press statements and other media releases on the activities of the project, contribute to produce communication materials, briefs of the project
• Prepare technical and financial reports for donors, governments
• Organize events on the projects- workshops, seminars, review meetings etc and prepare proceedings/minutes on the events
• Assist the CTA to work with other project partners namely WUR, support & facilitate international & national consultants for their activities
• Perform other related duties as required and assigned by the FAO Representative/ CTA/LTO etc.



CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced degree in policy, international development, economics, food or agricultural sciences or related field of study or equivalent work experience required.
• At least ten years’ experience in working with government at a senior level OR at least 10 years of practical experience in relevant field with the UN or international development organization in Bangladesh
• At least five (5) years of management experience, including direct supervision of professional and support staff and assembling teams working on multi-faceted international development programs
• National of Bangladesh
• Relevant technical background preferably in the areas of food supply and value chains or urban planning or systems development.
