Organizational Setting
The Climate and Environment Division (CBC) assists member countries in policy development, planning and response towards the challenges of climate change. This includes the promotion of adaptive capacities and climate resilience, as well as the mitigation of climate change within agricultural sectors, and support to Disaster Risk Reduction in the context of extreme climate risks and extreme events.

FAO is embarking on a review of the policy links between social protection and climate change adaptation and disaster risk reduction and sustainable natural resource management with the aim of formulating concrete proposals which FAO can take up in future programming work in the country. As well as policy recommendations on how to better embed social protection in the processes related to Kyrgyzstan`s national efforts to respond to climate change; reduce the risk of natural disasters, and promote sustainable agricultural and natural resource management practices, including through adaptive, climate- and shock-responsive social protection modalities.

Reporting Lines
The National Consultant will work under the overall supervision of FAO Representative in the Kyrgyz Republic and under technical supervision of the National Climate Change Action (NCCA) Team Leader and will report to the relevant CBC Officer and the relevant Professional Officer on Social Protection based in Bishkek.

Technical Focus
Social protection concerning Climate Change Adaptation and Mitigation (CCAM), Natural Resource Management and Disaster Risk Reduction (DRR) in the agricultural sectors.

Tasks and responsibilities
The local consultant will provide assistance to the international consultant (see above) in five phases\:
I. Support for literature/ desk review
II. Support for compilation of quantitative and qualitative data/ evidence base
III. Support for field work
IV. Support for preparation and conducting of workshop
V. Support for preparation of final report.

More details are provided below for each stage\:
(i) Gather all relevant written resources, including but not limited to relevant national and regional policies, sectoral and multisectoral strategies, reports by international and bilateral agencies. Compile bibliography with clear reference details.
(ii) Provide assistance with data collection for the study and present evidence collected to FAO.
(iii) Support for field work and identification of relevant contacts and activities, assistance with arranging and documenting the interviews and stakeholders meetings.
(iv) Provide logistical backup for the organization of the proposed workshop to present results of the research/ review in Bishkek. On request, assist with preparation of workshop materials (handouts, ppt slides). Assist with note-taking and writing up of minutes during and after the workshop.
(v) On request, provide inputs for the final report, taking into account comments received at the workshop.

All reports and other outputs should be presented in Russian or English language and agreed with the, relevant CBC Officer, and FAO KG Social Protection Officer.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
• University degree in humanitarian sciences, preferably in economics and geography or relevant field.
• Five years of relevant experience in government and/or international programs and projects dealing with climate, agriculture, natural resource management, disaster risk reduction
• Limited knowledge of Russian and limited knowledge of English;
• Limited knowledge of Kyrgyz is considered an advantage;
• National of the Kyrgyz Republic

Technical/Functional Skills
• Work experience in more than one location or area of work
• Familiarity with global, regional and national frameworks on Climate Change and Disaster Risk Reduction including UNFCCC, the Sendai Framework for Disaster Risk Reduction, the Paris Agreement and the Sustainable Development Goals;
• Extent and relevance of experience or knowledge of national social protection system and/or compensation schemes in case of emergencies and disasters
• Extent and relevance of experience in the preparation of technical and policy reports in the fields of Social Protection, Climate Change Adaptation and/or Mitigation and/or Disaster Risk Reduction, and related capacity development, programme and project activities
