Organizational Setting
The Office of South-South and Triangular Cooperation (OSS) was established to coordinate and implement FAO's renewed South-South and Triangular Cooperation (SSTC) strategy following the Outcomes of the Second High-Level UN Conference on South-South Cooperation (BAPA 40) and the 2030 Agenda for Sustainable Development.

OSS aims to be a hub for knowledge generation and exchange to promote the uptake of sustainable agricultural practices, technologies, and innovations to address challenges in agriculture and rural development facing developing countries. The work of OSS will focus on a number of key areas 1) fostering an enabling environment for effective SSTC in the agriculture sector; 2) knowledge Generation and Documentation; 3) promoting partnerships and collaborations with knowledge networks and platforms; and 4) facilitating the exchange of development solutions in support of the implementation of Sustainable Development Goals (SDGs).

The Programme Management Unit (PMU) of the FAO-China SSC Programme assumes specific responsibilities of overall coordination and management as well as partnership development with relevant stakeholders, in particular with the Government of China, with the mandate to lead liaison and coordination with China and other stakeholders, such as host governments and Triangular Partners. The PMU facilitates the Annual Consultation Meeting (ACM) of the Programme, organizes joint formulation missions for all categories of China SSC projects, oversees and monitors the project implementation.

Reporting Lines
The Programme Officer reports to the Senior Programme Officer (Coordinator of the PMU of the FAO-China SSC Programme), OSS, under the overall guidance of the Director, OSS.

Technical Focus
Programme support; establishment of SSTC partnerships, resource mobilization and financing for SSTC, coordination of the decentralized SSTC network.

Key Results
Develops implements, evaluates and ensures effective leadership and management of major projects and related teams.

Key Functions
• Develops, implements and evaluates assigned programmes/projects; monitors and analyses programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective action; liaises with relevant parties; ensures follow-up action;
• Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change;
• Researches, analyses and presents information gathered from diverse sources;
• Coordinates policy development, including the review and analysis of issues and trends, preparation of impact evaluation or equivalent studies;
• Generates survey initiatives; reviews, analyses and interprets responses, identifies problems/issues and prepares conclusions;
• Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, and inputs to publications;
• Provides substantive backstopping to consultative and other meetings and conferences to include proposing agenda topics, identifying participants, preparation of documents and presentations;
• Initiates and coordinates outreach activities; conducts training workshops and seminars; makes presentations on assigned topics/activities;
• Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries;
• Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, and financial statements) and prepares related documents/reports (pledging, work programme and programme budget).

Specific Functions
• Oversees , monitors and reports on the implementation of the FAO-China SSC Programme (SSTC projects) in the countries concerned; coordinates and participates in missions (including scoping, pre-formulation, joint formulation, backstopping);
• Supports SSTC projects staff in project management and operations throughout the project cycle and ensures adequate and smooth flow of communication with all project stakeholders, at all times;
• Prepares and reviews documentation related to the Programme\: project documents, tripartite agreements, letters of agreement (LoAs), speaking points, notes, briefs, meeting minutes, presentations and press releases.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• Advanced university degree in business or public administration, agriculture, economics, agricultural economics, or any other field relevant to the work of the Organization;
• Seven years of relevant experience in management and administration of agricultural or food security projects/programmes in developing countries, including project operations;
• Working knowledge of English and Chinese; and possibly limited knowledge of French.

Technical/Functional Skills
• Work experience in more than one location or area of work, particularly in field positions is desirable;
• Extent and relevance of experience in management and administration of agricultural or food security projects/programmes in developing countries, including project operations;
• Extent and relevance of experience in establishing partnerships and networks with relevant partners;
• Extent and relevance of experience in supporting the development of SSTC projects/agreements is considered a strong asset;
• Extent and relevance of Knowledge of FAO's SSTC strategy is desirable;
• Working knowledge of English is highly desirable;
• Extent and relevance of academic qualifications.
