The EIB, the European Union's bank, is seeking to recruit for its Corporate Services (CS) – Buildings & Logistics Department (BLD) – FM Building Projects and Services Division (FM-BPS), at its headquarters in Luxembourg, a:

 (Senior) Technical Project Manager

This is a full time position at grade 5/6

The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs,

with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.

Purpose

FM Building Projects and Services Division (FM-BPS), part of the Buildings & Logistics Department (BLD), is responsible for technical facilities management, technical projects and hospitality services.

The (Senior) Technical Project Manager will plan, organise, lead and control complex projects of a technical / architectural nature, in the context of the contract management of FM services. In addition, you will ensure that the needs of the occupants are met and technological / environmental / safety aspects are adhered to and are in line with the Buildings and Logistics Department’s strategy in order to meet the functional and operational needs of the division thereby contributing to the achievement of the EIB objectives.

Operating Network

You will report to the Head of Building Projects Unit and work in close collaboration with all BLD staff.

The position demands a high level of interaction with internal clients, all directorates as well as external providers. The incumbent should possess a high sense of diplomacy, responsibility, judgement and initiative and is expected to decide on methods for achieving desirable results and to carry out the related work with minimal supervision.

Accountabilities

  • Manage complex projects autonomously, evaluating the progress of projects on regular basis and manages own time whilst maintaining full control of the activity in line with EIB requirements and environmental/safety standards; this includes tracking budget, project milestones, dependencies, risk and issue management, reporting and all other aspects of the delivery project process;
  • Establish and manage the resources and means necessary to achieve the formulated objectives and implement work plans for projects in assigned functional area(s)
  • Closely collaborate and report to Building Management Office Division on cost and service provider performance; on defining and following-up KPIs for services when relevant, measure performance against targets and continuously improve the quality and cost of the service;
  • Contribute to the definition and development of interfaces projects related to ongoing large scale projects by giving technical advice on the feasibility;
  • Contribute to decision making process by drafting specific documents for the CS Senior Management;
  • Ensure technical supervision to specifications, industry standards, quality, time and budgetary estimations in order to anticipate and implement preventative measures, assess and prevent risks and reduce the cost for the Bank;
  • On the basis of the monitoring and the studies s/he conducts, regularly question the organisation of works in order to find possibilities for optimisation, develop them from an operational perspective and implements the operating procedures and processes set out as part of the division's strategy;
  • Manage client relations autonomously and coordinates with other involved divisions/units (e.g. Building Task Force, Protocol, Internal Communication) in order to ensure the smooth implementation of the works;
  • Organise and lead knowledge-sharing within the division and cross-unit coordination to foster new knowledge and make vital knowledge durable;
  • Management of project documents, archiving and control of the “as-built” and transmission of these to the maintenance contractor;
  • Provide guidance to the more junior staff, contribute to effective teamwork and act as back-up to the Head Unit when required.

Qualifications

  • At least 7 years of professional experience in the construction field/project management of office building design/renovation projects and/or implementation with a focus on large (renovation) projects.
  • University degree in a relevant field such as Architecture or Engineering. Further professional qualifications in Project Management would be a strong advantage.
  • Demonstrable experience in supervising large-scale renovation/adaptation and construction projects (preparation and implementation).
  • Experience in an international organisation/company would be an advantage.
  • Proven experience in implementing projects whilst the buildings/campus is operational is highly preferred.
  • Excellent knowledge and experience of project management principles, methods and best practices.
  • Sound technical knowledge of office buildings renovation best practices.
  • Good understanding of environmental regulatory and management issues.
  • Knowledge of cost/benefit analysis, lifecycle analysis and value engineering in construction projects.
  • In-depth technical and functional knowledge/experience of large office buildings, expertise, and skills to manage external service providers and vendors, to challenge their proposals and estimations.
  • Sound knowledge of EU procurement regulations and practices.
  • Understanding of EIB objectives, strategies, policies and processes
  • Excellent knowledge of English and/or French(*), with a good knowledge of the other. (Knowledge of other EU languages would be an advantage).

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
