JOB PURPOSE

To provide a range of specialised support for efficient planning, monitoring and analysis of project financial performance to enhance optimal use of financial resources.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of International Budget & Programming Officer, the Budget & Programming Associate will be responsible for the following duties:

  1. Manage pipeline status on a daily basis, ensuring and maintain the accuracy of information contained in the pipeline reports and tools.  
  2. Provide analysis and reports on all projects commodity shortfalls/breaks and formulate recommendation on resource allocation for commodity call-forward.
  3. Provide advice on commodity reallocation through Loans and Repayments mechanism and maintain the records. Ensure the information on the specific batch, quantity and repayment dates are passed to the different and relevant sections within Logistics, Programme and Donor Relations Units.
  4. Prepare and submit the Monthly Pipeline Reports L2 Rohingya Response for EC’s approval for follow-on dispatch to the Country Office.
  5. Analyze and prepare projections for food commodities to ensure timely call-forward (including local procurement) and availability of food in-country. 
  6. Provision of intermediary communication services between Operation, Programme, Logistics and Procurement units on all issues related to commodity sourcing, allocation and prioritization; 
  7. In coordination with the Country Office Resource Management, review the Pipeline Situation and Prepare recommendations for the Resource Management committee and Supply-Chain Meetings
  8. Coordinate with CO and HQ Procurement and Shipping Services to keep track on the delivery of the consignments as per PO specifications. 
  9. Monitor level and conditions for unassigned funds in projects to alert Fund Managers on approaching deadlines and actions to be taken;
  10. Generate from WINGS the project, resource and grant management data and reports (TOD/TDD, grant balances, expenditures, resource transfer, project management reports etc.) and provide further analysis. 
  11. Support the preparation of various documents, e.g. funding proposals and assignment plans, budgets for donor proposals;
  12. Perform any other duties as required

STANDARD MINIMUM QUALIFICATIONS

Education: University Degree in Finance, Accounting, Statistics or other related field. .

Experience: 5 years of work experiences with minimum of three (3) years of progressive experience in Budget & Programming

Language: Fluency in both oral and written communication in English and Bangla.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Has supported the preparation and management of budgets.
• Has assisted with the monitoring of budgets/resource plans/pipelines/supply chains.
• Has assisted with budget/allotment related issues within the WFP budget system.
