The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.
The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs
Background
NRC has been operating in Libya since 2018 with offices in Tripoli and Benghazi. NRC is providing assistance to Libyan IDPs, returnees and host communities in Benghazi and Tripoli with potential expansion to adjacent districts. NRC Libya is working to deliver variety of programming across the following sectors: Shelter, WASH, and Education. In the course of 2019 options for expanding programming to support the migrant and refuge population will be developed.
Role Specific/Purpose:
The purpose of this position is to provide information and legal counselling and assistance to education programme targets and coordinate relevant relationships.
Key Job Tasks and Responsibilities:
- Conducting legal research and prepare written reports on legal issues related to Education activities.
- Provision of trainings to NRC staff and relevant partners on legal and regulatory matters.
- Development of training materials for use in such sessions;
- Coordination of external partner relationships;
- Oversight of referrals to local legal aid organizations;
- Ensuring that partner organizations fully comply with agreed case management and client handling procedures;
- Literature review and stakeholder consultation on key challenges for refugees and migrants in Libya in relation to legal matters pertaining to accessing education;
- Analysis of procedures and regulations governing education and civil documentation under Libyan law;
- Meetings with international, national and governmental actors working on legal and education access issues for refugees and migrants;
- Contingent on full registration and qualification with the Libyan Bar Association, provision of counselling and advice to programme targets through outreach. Referral of cases requiring in-court work to partners and locally contracted private lawyers;
- Perform other tasks related to the position, as required.
Ideal Candidate Profile:
We are seeking a motivated professional to join our team in Libya Office. Candidates with University Law Degrees are strongly preferred as are those with background in foreigners’ legal status and/or civil documentation law and knowledge of the Libyan education system.
Additional useful skills include: An Analytical thinker with excellent verbal communication skills (Arabic & English).
