Danish Refugee Council, one of the world’s leading humanitarian NGOs, is seeking a highly motivated and experienced individual to fill the position of Camp Management Coordinator (CCCM) in Cox Bazar, Bangladesh.

DRC is an international non-governmental organization, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people globally.   
Danish Refugee Council has been registered in Bangladesh since 2013 with a focus on responding to displacement and the Rohingya refugee influx.  As a key part of this, DRC opened a main office in Cox’s Bazar, and a support/liaison office in Dhaka.    
   
 
About the job   
 
The CCCM Coordinator is part of DRC Bangladesh’s technical coordination team. The role provides technical guidance and support to the Camp Managers operating in the camps, identifies gaps and provides capacity to improve management and performance. She/he is responsible for developing the strategy of DRC camp management, aligned with humanitarian principles and supporting the Government of Bangladesh’s strategy where possible. The CCCM Coordinator will be responsible for coordinating with the internal DRC sector teams, including protection, shelter and infrastructure and MEAL; as well as the external communication including the site management and site development (SMSD) sector, key technical working groups, donors and relevant UN agencies. The CCCM Coordinator will also have a role in supporting the emergency planning and preparedness activities while ensuring all work is demand driven and underpinned by a rights and evidence based approach. They will also play a key role in supporting the nationalization of key camp positions and supporting the national teams to uphold humanitarian principles in a complex context. 
 
 
Your main duties and responsibilities will be:  
 
  • Play an active role in the CCCM co-ordination mechanisms which involve the donors including IOM and UNHCR and represent DRC in the technical working groups 
  • In coordination with the MEAL teams develop a monitoring scheme which includes process, performance and impact indicators for all CCCM related activities; 
  • Monitoring and assuring programme achievements in-line with donor expectations and CCCM strategy
  • Building DRC Cox’s Bazar CCCM strategy in-line with sector guidance and organisational endeavours. 
  • With the Project Manager and Head of Programmes: embed accountability and transparency into programme delivery;
  • Design and facilitate capacity building of teams as required, ensuring high quality service delivery and achievement of technical standards at all team levels especially as the teams are nationalised and succession planning is developed;
  • In coordination with the infrastructure and shelter and protection teams support all DRC camp emergency preparedness and responses as required;
  • Responsible for the development of concept notes, project plans, budgets, funding proposals and reports regarding camp      management opportunities
  • With the support of DRC MEAL and grants teams: develop robust data collection, management and analysis methods for          verifying progress on interventions;
  • Review and contribute to the writing of weekly, monthly, quarterly, annual, donor and other reports regarding camp   coordination activities;
  • Support program standardization and sharing of experiences, lessons learned, and best practices across DRC-supported sites and with other agencies; 
 
About you  
 
To be successful in this role you must have the following;  
  
  • Minimum 3 years’ experience providing technical advice and capacity building in CCCM
  • A degree in a field of study that offers a comprehensive view of community organization, planning and design (e.g. Architecture, Urban Planning) or Social Sciences.
  • Demonstrated field implementation experience in CCCM; as well as site maintenance, development and planning
  • Knowledge of related international standards and frameworks
  • Demonstrated experience with strategic programming and planning, monitoring and evaluation 
  • Proven capacity to coordinate with other humanitarian agencies, donors and local authorities
  • Demonstrated ability to improve program quality through the provision of technical advice
  • Commitment to DRC’s overall aims and policies and experience of promoting gender equity and ensuring vulnerable people’s needs are met.
  • Fluency in written and spoken English

  • Contract length: Until 31st Dec. 2019 with possible extension subject to availability of funding.
