MEAL Advisor

Oregon (United States of America)

The Monitoring, Evaluation, Accountability, and Learning (MEAL) Advisor contributes to the calling of Medical Teams International through the development and implementation of innovative, evidence-based monitoring, evaluating, accountability, and learning programs that deliver high-quality direct health services, community systems strengthening, and health systems strengthening projects in protracted emergencies, large-scale natural disasters, and complex emergencies organization wide. The MEAL Advisor will ensure integration of these activities throughout all phases of the project life cycle, supporting gender integration, accountability frameworks, field monitoring, data and knowledge management, team capacity building, and resource and tool development. This individual also serves as a technical support to the Medical Teams global network, providing direct technical assistance to country offices.

Leadership and Strategy

  • Lead and shape the design and implementation of global MEAL standards, policies and procedures.
  • Develop and implement a strategic plan for strengthening country office capacity to design and implement local MEAL systems per global MEAL standards, policies, and procedures.
  • Provide leadership on all matters pertaining to MEAL, including but not limited to the identification and support development of digital tools and platforms to streamline and manage MEAL activities.
  • Ensure MEAL activities are incorporated into program actions e.g., standardized in project design, start-up, implementation and close-out.
  • Improve accountability to beneficiaries through increased participation, transparent communication, responsive feedback mechanisms, and adherence to internal and external quality standards and requirements.
  • Provide leadership to country office and headquarter staff in developing humanitarian assistance and MEAL frameworks that support the Core Humanitarian Standards (CHS), inform and improve country programs, and feed into the broader organization initiatives.

Improve Program Quality

  • Review proposals and contribute to the development of project designs, relevant evaluation methods, logic models, evaluation, development of performance indicators, and monitoring and evaluation frameworks and plans.
  • Promote implementation of global MEAL initiatives, policies, and procedures.
  • Collaborate on program design and plan MEAL systems that meet project needs, enable responsiveness to both beneficiaries and donors, and ensure program quality.
  • Guide country office collection and analysis of data: e.g. advise on data collection methodology and sampling, develop or review instruments for the collection, design data management systems, and advise on data entry needs and requirements.
  • Work with country offices to develop beneficiary accountability systems that meet CHS and donor information needs and enable community engagement.
  • Ensure integration of cross-sectoral priorities in MEAL, including gender, accountability, feedback mechanisms, and protection mainstreaming.
  • Ensure indicators and results provide meaningful information on program performance.
  • Make recommendations for program improvement based on assessment, monitoring, and evaluation data and drawing on lessons learned across the organization and trends in the wider MEAL field.
  • Integrate relevant donor MEAL requirements (e.g. US agencies (USAID, PRM), UN Agencies (UNHCR, UNICEF), and other potential donors into program portfolio.

Strengthen MEAL Capacity

  • Mentor headquarters and country office staff, including participating in recruitment of country office MEAL staff and consultants, supporting onboarding, coaching, provision of tools and resources, and identifying and/or facilitating staff development opportunities.
  • Deliver on-site capacity building to country office staff, including but not limited to MEAL staff, including formal and informal training.
  • Research and disseminate knowledge in support of accountability and learning, including guidelines, tools, case studies, and training materials.
  • Promote organization wide knowledge management and collaborative learning processes to generate evidence for project and programmatic learning that leads to action, decision-making, and influence.

Learning

  • Incorporate systematic use of learning in project design, such as lessons learned, literature reviews, consultations with colleagues and technical advisors.

  • Create and implement global practices that ensure key performance and learning data are generated within projects and used throughout the project cycle. Develop processes that intentionally analyze a variety of information sources and knowledge to create a culture of critical inquiry and belief in the value of evidence to guide decision making.

  • Review and revise funder and stakeholder (UNHCR, PRM, WFP, MoH) reports to effectively convey program achievements and challenges.

  • Develop presentations for internal and external meetings, using results-based framework congruent with organization goals.

  • Represent Medical Teams to external bodies and humanitarian and development actors including UN agencies and NGOs, faith-based and partner organizations, donors, potential new partners, and other relative parties.

OTHER DUTIES:

  • Utilize volunteers whenever possible.

Qualifications

EDUCATION, LICENSES, & CERTIFICATIONS

REQUIRED:

  • Master’s degree in Public Health, Program Monitoring and Evaluation or other relevant field.
  • Valid Driver License.
  • Valid Passport.

EXPERIENCE

REQUIRED:

  • Minimum 7 years’ progressive responsibility in international humanitarian programs, ideally in positions of mentoring and growing local MEAL staff members.
  • Minimum 5 years’ experience working for an international humanitarian agency on MEAL.
  • Experience with implementation of basic MEAL in startup of humanitarian responses.
  • Experience in data collection, including survey design and training enumerators.
  • Strong experience analyzing data, including both qualitative and quantitative methods, and experience with appropriate software.
  • Prior experience living and working in a humanitarian context.

KNOWLEDGE, SKILLS & ABILITIES

Required:

  • Commitment to Medical Teams International Calling Statement and Core Values.
  • Understanding of donor expectations and trends for MEAL, especially by USAID, OFDA, BPRM, ECHO, UNHCR, UNICEF, WFP, and Bill and Melinda Gates Foundation.

  • Understanding and experience with data management, including database design.

  • Must have extensive knowledge of principles and current approaches to MEAL of humanitarian programs using both quantitative and qualitative methods and their linkages to humanitarian systems and standards.

  • Excellent organization, planning, and analytical skills; detail oriented.

  • Excellent communications skills, both oral and written.

  • Excellent decision-making skills.

  • Ability to work collaboratively with others.

  • Ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods.

  • Self-motivated and able to work without close supervision, including prioritizing work and multi-tasking to meet deadlines.

  • Ability to exercise sound judgement and make decisions independently.

  • Extremely flexible and have the ability to cope with stressful situations and frustrations.

  • Ability to frequently participate in early morning and late-night conference calls to accommodate global time zones.

  • Ability to travel up to 16 weeks per year.

PREFERRED:

  • Significant time living and working in sub Saharan Africa.
