The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.



The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs




Education Research Consultancy TOR:

In light of Syrian context changes, NRC Jordan in collaboration with UNHCR is undertaking a research providing a framework for understanding educational standard and certifications available to Syrian refugees and their equivalence in content and certification in Syria.

In particular, the research aims at providing:

  1. A comprehensive review of the Jordanian formal education outcomes and standard curriculums for primary, secondary, vocational, and tertiary education to understand how they equate with the Syrian educational framework.
  2. A review of regulations and actual practices in formal education (primary-tertiary) documentation in Jordan and Syria.
  3. If possible, a review of the processes and practices of authentication inside Syria for education documents acquired abroad supported by data/anecdotal evidence of transferring practice upon return.
  1. International best practice for refugee education document ratification.

Scope of the consultancy:

The consultancy is estimated to require a maximum of two months for desk review, key informant interviews, and report write-up to provide adequate responses to the abovementioned questions. Presence in Jordan is only required for any required primary data collection (KII/FGDs, etc.), and to obtain necessary documentation from relevant ministries and/or institutions.

Deliverables:

  1. A comprehensive literature/desk review document (in English) with list of sources in Arabic and English.
  2. Presentation of preliminary findings to the management on the findings of the report
  3. Full report including recommendations for advice/service provision

Experience and qualifications:

  • Experience working in the MENA or Jordan formal education context
  • Experience working on education standards, certification and documentation
  • Experience in refugee/IDP/ humanitarian/transition contexts
  • Experience working with humanitarian or development organizations
  • Fluency in English and Arabic, both written and verbal
  • Relevant university qualifications
  • A minimum of ten years of relevant professional experience
