The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.



The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs




 Background:

The role of the HoPSU is to lead the Damascus based program support unit ensuring that NRC’s program systems provide relevant and adequate support to NRC’s Syria Country Programme. The HoPSU will also be responsible for designing, planning and leading the implementation of key initiatives to capacitate national and international staff in the unit. This includes managing and providing oversight for critical change management processes to ensure that NRC’s structure stays ‘two-steps-ahead’ in terms of having the right resources and structures to reach the objectives in our strategy. The HoS will be playing a key role in planning processes.

Role and responsibilities

With a strong focus on programme quality and support, the Head of Programme Support will support the development and continuous evolution of NRC Syria country’s grant portfolio and will be the PCM compliance/focal point, ensuring a robust Monitoring and Evaluation system for the Country programme. 

Generic responsibilities:

  • Line management of M&E, Protection, Grants and CC units as they develop
  • Member of the Country Management Group (CMG)
  • Support in the development of a multi-year funding strategy programme forecasts and identify funding opportunities, taking particular account of changing donor priorities
  • Accountable for compliance in relation to grant management and project cycle management processes
  • Manages the development of submissions to donors, including project proposals and coordinate input for reporting to donors.
  • Responsible for quality control of donor applications and reports
  • Ensure a robust M&E system is in place, including an appropriate beneficiary feedback mechanism. Regular monitoring and data collections should be analysed and factored into future programme design and development
  • Ensure all programme staff are trained in NRC’s project cycle management
  • Compliance and adherence to NRC policies, guidance and procedures
