Danish Refugee Council, one of the world’s leading humanitarian NGOs, is seeking a highly motivated and experienced individual to fill the position of Camp Mangement Specialist (Site Management Support Specialist) in Cox Bazar, Bangladesh. 

 

Who we are? 

DRC is an international non-governmental organization, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people globally.  

Danish Refugee Council has been registered in Bangladesh since 2013 with a focus on responding to displacement and the Rohingya refugee influx.  As a key part of this, DRC opened a main office in Cox’s Bazar, and a support/liaison office in Dhaka.   

About the job  

As DRC’s camp management programme transitions toward nationalisation of key camp management positions, the CCCM capacity specialists is required to directly capacity build, train and supervise two national SMS project managers positions. The role of the specialists will centrally focus around intensive capacity building in regard to technical CCCM skills; support in building site level strategy in-line with overall SMSD sector, organizational endeavors and with the guidance of the DRC technical advisor; and support in complex negotiations and assuring the maintenance of humanitarian principles at site level in interacting with government and partners. Reporting to the senior CCCM manager, the CCCM specialists will be expected to have a clear strategic vision of the how the necessary skills and attributes of a quality camp manager can be built with the individual site managers. This will involve continual capacity building and training on core camp management responsibilities.  

Your main duties and responsibilities will be: 

  • Document and set-out a clear development path for new camp managers based on their unique areas for development and skill sets;
  • Supervise all activities of the National Camp Managers and provide in-field support and training;
  • Act as a technical backstop to the National Manager positions;
  • Set clear milestones based on assessed capacities of the PMs with gradual full handover of sites;
  • Support in camp coordination where required;
  • Hold weekly meetings with CMs to discuss progress and areas for development;
  • Support CMs in filling gaps where required and providing strategic guidance on how to close such gaps;
  • Provide weekly updates on progress of the PMs to snr. CCCM manager;
  • Act as a mentor and supervisor to the new PMs and teams in maintaining and developing programming;
  • Ad-hoc duties and support to technical coordinator, SMT and snr CCCM manager where required;

 

About you 

To be successful in this role you must have the following;

  • Minimum of university degree in any relevant field.
  • Minimum 3 years’ field experience in CCCM in refugee and/or IDP settlements
  • University degree in any relevant field.
  • Prior evidence of creating and implementing mentoring and capacity building programmes for multi-national stakeholders
  • Proven skills in high-quality training delivery
  • Technical skills in CCCM and maintaining a principle-based approach in complex environments
  • Proven experience in strategy building and rights-based programming
  • Evidential understanding of project cycle management with skills in monitoring and reporting
  • Ability to create project tools for streamlining an efficient and quality response
  • Proven skills in leadership and management while also being able to work as part of a team
  • Skills in diplomacy and managing complex relations with government counterparts
  • Excellent interpersonal with an ability to build strong working relationships in multi-cultural contexts
  • Noteworthy written and verbal communication skills
  • Patient, flexible to changing needs and positive attitude
  • Commitment to DRC’s overall aims and policies and experience of promoting gender equity and ensuring vulnerable people’s needs are met.
  • Fluency in written and spoken English

We offer 

  • Contract length: Until 31st Dec. 2019
  • Salary Level: M.F Band. Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for national staff
  • Designation of Duty Station: Cox’s Bazar 
  • Start date: 01st July 2019
