The IRC began working in Myanmar in May 2008 with emergency response and early recovery interventions for communities affected by Cyclone Nargis. Since then, the IRC has broadened its portfolio with health, protection, livelihoods, and social development programs aiming to employ a holistic approach to meeting the needs of crisis affected and vulnerable communities to survive, recover, and gain control of their futures. In conjunction with humanitarian programs and longer-term programs working in system strengthening and participatory community-driven development, the IRC works in emergency preparedness and response, supporting its staff and its partners to become more resilient and responsive to shocks and respond quickly when they occur.
SCOPE OF WORK:
IRC has been working in Rakhine State since 2012, and currently implements large-scale health, protection and integrated food security and nutrition programming in five townships across the state. The Field Coordinator (FC) oversees IRC’s operations and plays a key role in ensuring strong internal coordination and external representation, with direct line management of the field logistics/supply chain departments, security, HR, IT and finance teams to ensure smooth program delivery. The Sittwe-based Field Coordinator also oversees management of IRC’s three sub-offices in Rakhine, and two sub-offices in Chin State. The FC reports to the Country Director, and works and liaises closely with the Deputy Directors for Operations and Programs.
RESPONSIBILITIES:
Overall
•Coordinate with relevant state and local government authorities, UN agencies/INGOs/LNGOs and communities to ensure smooth implementation of IRC programs in the project areas.
•Oversee implementation and compliance with IRC and donor policies for all program support activities in the Sittwe Office and sub-offices, including HR, administration, finance, supply chain, security and IT.
•Promote strong internal coordination across program and operations teams, and stay abreast of program and contextual issues through regular communication with program leads and external counterparts.
•Meet regularly with field staff to discuss key operational issues with an aim to find solutions and support program implementation.
•Provide regular context updates to senior management in Yangon to better understand the operating environment and humanitarian needs and evolving issues in Rakhine State.
•Promote IRC Myanmar’s vision and mission amongst all staff.
Coordination & Representation
•Develop and foster strong working relationships with key stakeholders in Rakhine State.
•Represent IRC at the Rakhine Coordination Group and other coordination fora where key humanitarian and advocacy topics are discussed.
•Liaise and coordinate with other UN and NGO partners, ministry departments, local authorities, community leaders, and beneficiaries.
•Liaise regularly and work closely with program, operations and finance staff in Yangon to coordinate program planning.
•Facilitate team building activities, regular meetings and trainings to strengthen the collaboration and coordination between programs, finance and operations in order to foster good communication among the teams and support staff morale and well-being.
•Facilitate donor visits, IRC visits and ad hoc visits to the program sites providing key contextual information and advocacy points.
Procurement/Logistics/IT
•Ensure transparency, accountability and best value for beneficiaries in all procurement activities.
•Directly manage Supply Chain and Operations Staff to ensure logistics support and management functions are in line with IRC policies and guidelines, and are effectively serving the needs of programs.
•Assist in developing budgets for procurement and logistics needs in project proposals.
•Manage Supply Chain staff to maintain all warehouse activities to ensure efficiency, transparency and proper control of stock.
•Conduct regular monthly monitoring and spot-checks for assets and program supply inventories to ensure that they are in compliance with the Supply Chain Manual and SOPs.
•As required, work with program leads in the field office to support procurement planning.
Safety and Security
•Act as the safety and security focal point for the project area.
•Conduct contextual analysis and risk analysis in collaboration with field staff.
•Provide recommendations on potential risk mitigation measures to the Deputy Director of Operations and Country Director.
•Ensure incident reports are submitted according to IRC guidelines.
•Ensure regular review and update of the area security management plan (SMP) and make sure that all staff are trained and aware of this plan.
•Ensure all staff adhere to all policies relating to safety and security (including vehicle and transport policies).
HR & Administration
•Supervise Human Resource and Administration functions.
•Ensure mid-year and yearly performance evaluations are performed in a timely manner for all field staff.
•Work closely with the admin team in the field and head office to ensure timely receipt of Travel Authorizations for staff travel and activities in Rakhine State.
•Oversee the ongoing maintenance of IRC premises.
•Ensure an orientation program for all new staff is developed and provide orientation to all new staff.
